| This Week's Q&A....What's up with a Target Store? |

Q. It has been rumored for years that Target is going to open a new store in Wildwood. Can you confirm or deny once and for all what the story is regarding a new Target store? I have heard every conceivable possibility, so naturally all but only one of them is false.
A. Provided by Senior Planner Joanna Browning...
In November 2006, The Desco Group received zoning approval for a 340,000 square foot development on an approximately fifty (50) acre site located on the west side of State Route 109, south of State Route 100. This site is designated as 'Commercial' within the City's Town Center, and is the last site located within this special area of the City, where a larger footprint building can be considered. Yes, it is true one (1) of the anchors within this development has been identified as a Target store.
The Desco Group began the aforementioned rezoning process in January 2005, and for an approximately two (2) year period of time, worked with City staff and other agencies regarding a number of issues relating to this site, specifically the extent of infrastructure needed to provide efficient, safe, and an appropriate level of improvements along State Route 109 and State Route 100, as well as City-maintained roadways (the extension of Main Street and Hawthorn Village Parkway within the site, and improvements to Manchester Road). After much deliberation between the City, Missouri Department of Transportation, and surrounding property owners, a roadway design was finalized. Once the issues regarding roadway improvements were finalized, the review of the merits of the site were discussed and the zoning to allow the development of it was ultimately approved.
Recently, The Desco Group has submitted a request to the City, asking its support of a Community Improvement District (CID) for the purposes of funding roadway, streetscape, and other public improvements for this development through 1% sales tax levied only within the boundaries of the property. The City has a policy regarding these types of requests, which is being followed. The request for this public financing is currently in the later stages of review, with a decision expected shortly by the City Council.

Sign, Sign, Everywhere a Sign...
Q. Can I put out signs?
A. One of the most prevalent and on-going violations of City codes is the display, erection, and/or placement of signs in the public rights-of-way. More often than not, when a person wants to advertise something locally, they put out signs and typically they are attached to utility poles, street signs, street lights, or placed on the corner of an intersection in the public rights-of-way. In accordance with City Ordinance(s), the display, erection, and/or placement of sings in each of the above locations are prohibited. Not to mention the property damage/defacement of public property that is caused by the residue from the tape and the number of staples and nails that protrude from utility poles, these signs can become safety hazards.
If a resident, owner, or agent thereof wants to advertising an "Open House," "House for Sale," "Garage/Yard Sale," etc., they should refrain from placing signs along City, County, and State roadways. When staff identifies illegal signs in the public rights-of-way, they will remove them and properly dispose of them as well. If staff notices the signage reappearing in the public rights-of-way, they will try to make contact with the individual or company advertising on it and advise them of the City's Code(s). If the violation continues, staff will issue citations for each sign and every day the violation occurs.
