Is That Allowed? Code Enforcement Question of the Week...

Q: "How far in advance of an election (local or national) can I place signs in my front yard?"

A:  Staff has received a request to provide more information on signs, specifically political signs. Below is the applicable code, located in the City's Zoning Ordinance:

"Temporary Signs" 415.440 (E) (#3) - Non-commercial signs, including political issue or campaign signs. The maximum area for any one (1) sign shall be sixteen (16) square feet with a total area of thirty-two (32) square feet is permitted for each lot or unit. These signs shall be erected only on private property and with temporary materials and shall be removed before such materials deteriorate.

It would appear there is no limit on the extent of time a political/campaign sign can be displayed on private property; if the sign is maintained in good repair and does not deteriorate. However, if such a temporary sign begins to deteriorate, City staff will ask the property owner to remove the sign and dispose of it properly. A new sign then can be erected in its place. Typically, given the material these types of signs are manufactured from, they are removed by the property owner shortly after the election due to their condition.

This regulation also states that political/campaign signs shall be erected on private property only; this stipulation means that no sign shall be placed in the public rights-of-way i.e. tree lawns, utility poles, street signs, etc. If code enforcement personnel of the City identifies political/campaign signs erected in the public rights-of-way, they will be removed and disposed of properly. If the violation continues, citations will be issued to the responsible individual(s) for each sign that is in not in compliance of City code.

This Week's Q & A...Town Center Question

Q: Whenever I go to Starbucks or Walgreens, I notice that the vast majority of the buildings in the development are vacant.  The buildings across the parking lot from Dierbergs are still vacant too.  Can you tell me why this development has such trouble attracting occupants; and does this concern officials in Wildwood and other residents as it does me?

The first project you were asking about is located on the west side of Taylor Road (across from the Dierbergs site).  This development is being constructed by Koman Properties, Inc. and consists of a total of thirteen (13) buildings on an approximately fourteen (14) acre site.  Currently, only six (6) of the thirteen (13) buildings have been constructed (five (5) of which are located in Phase I of the development).  The Wildwood Town Center Hotel, which was recently completed, is located in the Phase II portion of this development.  Information relating to the leasing of these buildings can be obtained by Koman Properties, Inc. 
 
Empty store fronts are always a concern and, in recent times, the City has undertaken steps to better understand these conditions.  City officials have amended sign regulations, met with business owners, and encouraged more events to take place within the Town Center to create greater interest there.  Despite these efforts, some tenant spaces remain vacant, which is probably attributable to a number of factors. Not all of these factors are attributable to the City or the economy. Some of these factors are also attributable to their owners being selective about who they will lease spaces to within the project.
 
The development of the Town Center Area has always been noted as a twenty (20) to thirty (30) year plan.  The City's application of this plan is in year ten (10).  While the vacancies are always a concern to the City, it is imperative to understand that this type of development will take some time to reach its full potential.

Forby Road
Near the end of Forby Road, by Camp Wyman, a bridge is being replaced. A temporary bypass is in place while the old bridge is being removed and replaced.  For up-to-date information on this project, as well as photographs, visit the link below:
Strecker Road
This is the last phase Strecker Road project.  It involves road widening and installation of curb and gutter from near Englebrook Court to near Sunny Ridge Road.  This is a joint project with the City of Ellisville.  The contractor is currently working on the west side of Strecker Road throughout the project limits. For up-to-date information on this project, as well as photographs, visit the link below:
