PUBLIC HEARING
BOARD OF ADJUSTMENT OF THE CITY OF WILDWOOD, MISSOURI
THURSDAY, FEBRUARY 21, 2019, 7:00 p.m.

The Board of Adjustment of the City of Wildwood will hold a public hearing at 7:00 p.m. on Thursday, February 21, 2019 in the City Hall Council Chambers, 16860 Main Street, Wildwood, Missouri 63040. The purpose of this hearing is to consider requests for variances to certain Zoning Ordinance regulations or interpretations of their intent made by the Director of Planning relating to the individual properties identified below. Please review the individual notice of publication pertaining to your petition of interest for information relating to it. At this hearing, the following requests will be considered by the Board of Adjustment for action:

I.

B.A. 25-18 Kelly Vincent for Living Word United Methodist Church, 17315 Manchester Road, Wildwood, Missouri 63038 c/o Jim Jones, 521 Audubon Village Spur, Wildwood, Missouri 63040

requests an exception to the Sign Regulations and Minimum Yard Requirements (General) for the purpose of constructing a freestanding monument sign at 17315 Manchester Road [St. Louis County Locator Number 23W310261], which would thereby authorize a front-yard setback distance of zero (0) feet in lieu of the fifty (50) foot standard for this structure along the property’s State Route 100 and Pond Road frontages. In addition to the setback distance reduction, the proposed monument-type sign, as proposed, requires the following considerations as well: 1.) a sign height of twelve (12) feet in lieu of the ten (10) foot standard; 2.) a sign width of nineteen (19) feet in lieu of the ten (10) foot standard; 3.) a sign size that totals sixty-nine (69) square feet in lieu of the fifty (50) square-foot standard. These requests are contrary to the requirements of Chapter 415.090 NU Non-Urban Residence District Regulations of the City of Wildwood Zoning Ordinance and Chapter 415.410 Sign Regulations for “FP,” “PS,” “NU,” and all “R” Districts of the City of Wildwood Zoning Ordinance. (Ward One) A continuance was granted at the August 16, 2018 meeting, postponing any decision, pending MODOT approval.  Said agency’s approval for clearing of vegetation within the right-of-way area has been obtained by the petitioner. The petitioner has also modified the sign location for its initial plan, which does not require the aforementioned setback variance consideration; therefore, the request from 2018 is being amended, with a 2019 case number, and posted as B.A. 1-19, with B.A. 25-18 to be withdrawn.

POSTPONED: B.A. 26-18 Michael & Kelly Nieman, 637 Babler Park Drive, Wildwood, Missouri 63005

request an exception to the Minimum Yard Requirements (General) for the purpose of retaining a pole barn upon the property located at 637 Babler Park Drive [St. Louis County Locator Number 20W420042; situated in U.S. Survey 163, T45N, R3E], which would thereby authorize a front-yard setback of fifteen (15) feet in lieu of the required fifty (50) foot standard. This request is contrary to the requirements of Chapter 415.090 NU Non-Urban Residence District Regulations of the City of Wildwood Zoning Ordinance. (Ward One) Petitioner requested a postponement at the August 16, 2018 meeting.  The Department received notification from the property owner that she does not intend to move forward until mid-2019; therefore, the violation upon this property [now in existence for more than eight (8) months] has not been addressed in a timely manner, nor will it be in the near future.  The Department respectfully requests the Board withdraw this case from the docket and allow the Department to commence enforcement proceedings for the removal of the violation.

B.A. 2-19 Scott McCracken, 1308 Homestead Heights Drive, Wildwood, Missouri 63005 c/o Chris Canby, All Star Landscaping, 3231 Johns Cabin Road, St. Louis, Missouri 63038

requests an exception to the Natural Resource Protection Standards for the purpose of maintaining an existing retaining wall upon property located at 1308 Homestead Heights Drive (Locator Number 22W140155; Homestead Estates Subdivision, Lot 36), which would thereby authorize the exchange of approximately 147 square feet of Natural Resource Protection Area by relocating the Final Resource Protection Line, and its accompanying fifteen (15) foot foundation setback, to another portion of the lot, while maintaining an equal amount of preservation area on the overall property, and addresses the wall’s current encroachment into said protection area.  These requirements and conditions are specified by Chapter 420.200 Natural Resource Protection Standards and Procedures of the City of Wildwood Subdivision and Development Regulations, Chapter 415.090 NU Non-Urban Residence District Regulations of the City of Wildwood’s Zoning Ordinance, the Planned Residential Development Overlay District Ordinance #1368, and the Record Plat of Homestead Estates Subdivision, which delineates the Final Resource Protection Line, that was approved by the Wildwood City Council in 2007.
