25th Anniversary of the City of Wildwood - 1995 to 2020With all that is happening around the world, not much has been written or said about the City's upcoming 25th Anniversary. On September 1, 2020, the City of Wildwood will be 25 years old. Many activities and events were planned throughout the year to celebrate this milestone, which have had to be postponed or cancelled due to the pandemic, but City officials are hoping by the Fall of this year, the Celebrate Wildwood Event can be held to recognize this quarter-century birthday.

COVID-19 Operational Procedures and InformationMany people are commenting on the closures of facilities and the difficulty to access public use areas over the past few weeks. The City of Wildwood, and many other governments, are faced with a dilemma of recognizing the need to allow people the opportunity for exercise and time outdoors during this pandemic, while knowing the pubic health considerations take precedence. If you think the City of Wildwood has gone too far or should rethink what it has decided, please remember the mortality rate of this virus and how it is both spread by symptomatic and asymptomatic people. The closures are inconvenient and historical in context but, if the City of Wildwood errors, it will always be on the side of caution. Thank you for your understanding and cooperation.

PARKING LOT CLOSURES @ TRAILHEADSThere have been recent reported instances of visitors to St. Louis County parks congregating and not following required social distancing guidelines (keeping 6 feet of distance between you and other people). On April 2, 2020, St. Louis County announced the closure of their parks through at least Mid-May 2020 (this includes Greensfelder County Park in Wildwood and Sherman Beach). After assessing available information relative to our parks and trails, we’ve determined that similar congregating by groups in close quarters is also occurring at several of Wildwood’s trails. The close congregating by groups does not, however, appear to be occurring at our parks and other facilities.
As a result, on April 3, 2020, Mayor Jim Bowlin, in consultation with our Police Captain, City Administrator and Director of Planning & Parks, ordered the closure of parking lots at the following trails: Al Foster Memorial Trailhead, Bluff View Park, Glencoe City Park, John L. LeCave Trailhead, and - Rock Hollow Trailhead Access
This action is being taken pursuant to Resolution 2020-11, which was recently passed by the City Council giving Mayor Bowlin the authority to make decisions necessary to promote the safety of and protect Wildwood residents during the COVID-19 pandemic.
These parking lot closures took effect as of 12:01 a.m., Saturday, April 4. The closures will not restrict access to these areas (i.e. by bicycle, walking, etc.), but will significantly reduce, if not eliminate entirely, the congregating by large groups.
The City will continue to monitor the degree and manner of usage of our parks and related facilities, and take additional measures, as may be warranted, to promote the safety of our residents.

UPDATED - Additional Parking Lot Closures, Near Trailheads and Parks, as of April 24, 2020LaSalle Springs Middle School parking lot - closed from 6:00 a.m. on Saturdays through 6:00 a.m. on Mondays; and Ridge Meadows Elementary School - Now Open; No Restrictions; and
LaSalle Institute (located on Rue de LaSalle) has closed its parking lot; and
All Streets in the Glencoe Area (around Glencoe City Park and Al Foster Memorial Trailhead and Trail) are posted "No Parking." This restriction includes Washington Avenue, Grand Avenue, and 3rd Street; and
Bluff View Park entry Circle is posted No Parking; and
North Parking Lot Area in Community Park, along with all pavilions being closed too.

RALLY FOR RETAIL IN WILDWOODIn partnership with its local businesses, the City is launching a new “Rally for Retail” Campaign to help support Wildwood retailers during the current environment. Pure By Jen, a local Wildwood boutique, recommended this new effort in order to encourage community members to virtually “shop” at their favorite local brick-and-mortar stores by purchasing GIFT CARDS. Purchasing these online gift cards now will help to keep as many Wildwood retailers as possible in business, so that they can reopen their doors, when this crisis passes. Missouri Department of Conservation Reminds People to Follow Health Precautions!With many people in Missouri heading outside to enjoy the spring weather, the Missouri Department of Conservation (MDC) reminds people that it is still critical for everyone to continue to heed all recommendations for physical distancing, avoiding overcrowding, hand-washing, and other public-health measures during outdoor activities. MDC advises people to make outdoor activities as safe and enjoyable as possible by taking the following actions: If you have been sick in the last two (2) weeks, please stay home for your health and the safety of others. Travel in a small group of 9 people or fewer. If a conservation area looks crowded or an area parking lot is full, closed, or otherwise inaccessible, please do not stop and find another less-crowded location. Keep a proper physical distance of at least six (6) feet while visiting areas and especially on trails. Avoid popular spots where people congregate, such as scenic overlooks, fishing docks, etc. Pack water, soap, and/or hand sanitizer. Hotspots for School-Aged ChildrenThe mobile telecommunications industry has stepped in to help Rockwood School District children with its virtual learning efforts during this public health emergency. Currently, a parent of a child will need to complete a form, which requests a mobile hotspots that can be accessed here: Hotspot Request Form. Thereafter, the district will contact you via email or telephone, when a mobile hotspot is available. Please note: due to difficulties fulfilling orders by the district's normal service provider, it had to change to a new service provider, T-Mobile, with the first shipment of hotspots expected on March 31, 2020, at the earliest. The district is prioritizing distribution to those families without any internet access at all first.
If you know T-Mobile cell service does not work at your home, the mobile hotspot will not work either. Please email rockwoodcio@rsdmo.org, so we can make note that T-Mobile does not work at your home. Vendors Offering Support to Families During This Time Sprint is providing unlimited data for 60 days to customers, with metered data plans and giving 20 GB of free mobile hotspot to customers with hotspot-capable devices.
Spectrum is offering 60 days of free broadband internet service to families with K-12 students. You may check to see if your home is in their service area. You may also call 1-844-488-8395 and state 'becoming a new customer and then your zip code.' A representative from Spectrum noted that, if you decide to cancel service, you must return the equipment after the 60 day free period.
Comcast (Xfinity) is offering reduced pricing on its Internet Essentials package for low-income households. Information can also be obtained by calling Comcast: 855-846-8376 for English speakers or 855-765-6995 for Spanish speakers.
AT&T Access Now for low-income households was recently expanded and includes 60 days of free service.

*** On the Wildwood Business Scene **** +++ In an effort to further help local businesses negatively impacted by COVID-19, Nextdoor and Facebook have both launched new features that allow consumers to buy online gift cards from local businesses directly through their social media platforms. Nextdoor will also be adding new local business sections within the main discussion feed.
+++ Governor Parson authorized an emergency waiver this past week allowing restaurants and bars to now sell retailer-packaged alcoholic beverages with to-go food orders, under certain conditions, until May 15, 2020. This waiver provides greater flexibility to Missouri restaurants and bars who were previously limited to only selling alcoholic products in their original sealed manufacturer’s packaging.
+++ On April 16, the US Small Business Administration (SBA) stopped accepting applications for the Economic Injury Disaster Loan (EIDL) and Paycheck Protection Program (PPP), as all available funding provided by the CARES Act had been fully exhausted. However, the White House and Congress reached a deal on April 21, 2020 for a new funding package that will provide another $320 billion for the PPP Loan Program and another $60 billion for the EIDL Program. The Senate approved this Bill on Tuesday and the House of Representatives approved it on Thursday.
+++ The US Chamber reported that the SBA Economic Injury Disaster Loans (EIDL) have now been rationed to $15,000.00 per applicant, instead of the $2,000,000.00 per applicant originally identified by the SBA. The $10,000.00 automatic loan advance has now also been modified to be restricted based on employees, providing $1,000.00 per employee up to ten (10) maximum employees.
+++ As part of its new community outreach efforts due to the COVID-19 crisis, City Team Members are posting weekly campaigns on the City’s social media pages for “Takeout Tuesdays” (encouraging residents to pick up curbside and delivery) and “Rally for Retail Thursdays” (encouraging residents to purchase gift cards from local businesses). City officials will continue to post these reminders throughout the season.
+++The St. Louis County Port Authority has announced a commitment of an additional $1 million to the Small Business Resource Program (SBRP) that was created by the St. Louis Economic Development Partnership and St. Louis Development Corporation (SLDC), that offers $5,000.00, zero-interest loans towards working capital for small business owners in St. Louis City/County. Total available funds in this program now equal $2.25 million.
+++ The SBA Economic Injury Disaster Relief Loan Program now contains an immediate $10,000.00 emergency grant to those applicants that meet the SBA’s eligibility requirements, which does not have to be repaid. If any small businesses applied for this SBA Program before March 30, 2020, the SBA now advises them to re-apply to receive the $10,000.00 emergency grant.
+++ The registration deadline, and event start date, for the 2020 “Summer Tour of Wildwood” Passport Program (25th Anniversary Edition) have been extended, given recent activity pertaining to COVID-19 and St. Louis County’s “Stay at Home” Order. The new event dates are now scheduled for June 1, 2020 through August 24, 2020.
+++ City Team Members are working to prepare a new “Guide to Opening a Business in Wildwood, Missouri," which will help interested business owners to navigate the City’s permitting, licensing, and signage requirements. The City hopes to publish and distribute this new document before the end of April/early May.
+++ In partnership with the Wildwood Business Association (WBA), several Wildwood business owners have collaborated to offer a new “Meals for Mercy” Program during the Stay-at-Home Order. Led by Jenny Goskie, of Farmers Insurance, business owners have delivered 50-80 meals to Mercy Hospital every day this week from local Wildwood restaurants, including Parkside Grille, Big Chief Roadhouse, and Thai Bistro. Ms. Goskie is always looking for additional donations to use towards this campaign, and you can contact her at 636-432-4939. More information on this program, please see graphic below.

Town Center Public Space Public Input Session #1 is Now CompleteTown Center Village Green Public Input Session #1 – A Great Success! To all who took the time to participate in this virtual public input session, thank you! Almost four hundred (400) residents and others participated in this approximately ten (10) day virtual public input session, which was great, exceeded all expectations, and will provide the City's consultant and elected and appointed officials of Wildwood a great base of information and data to make important decisions about this strategic and beautiful six (6) acre site that is located in the heart of Town Center Area. Rural Internet Access Committee (RIAC) and Consultant Complete Request for Proposals (RFP) The City's Rural Internet Access Committee (RIAC) recently recommended to City Council that it should consider the issuance of a Request for Proposals (RFP) that would seek responses from providers of high-speed internet services on how best to address this matter for the community. The Request for Proposals (RFP) was supported by City Council and ultimately prepared by CTC Technology & Energy, the same firm that had undertaken a review process on the best approaches for service extensions of high-speed internet access to the rural areas of Wildwood. The plan was developed based on input from residents and other stakeholders, and calls for improving residential experience and a renewed focus on the City’s original plans, said Mayor Bowlin.
“I’m very committed to things that benefit our residents and businesses, and there’s so much we can do to make Wildwood even better for them. My plan incorporates ways to make that happen with optimal cost efficiency,” said the Mayor. The plan includes several proposed projects that will benefit residents in all eight wards, along with implementation guidelines that include resident participation and input. CONSTRUCTION PROJECTS UPDATE - Public Works
State Route 109/State Route 100 Intersection On the Homestretch Now ...Work continues in earnest on this major road, bridge, and pedestrian improvement project at the center of the City. For more information, click on this link - State Route 109 Project.
Phase 1 - Completed.
Phase 2 - February 2020 – May 2020 - ALMOST THERE: The remaining improvements to be completed start with bridge staining, girder painting, detention basin work, and more landscaping, seeding, and sodding. May 2020: Project Completed. As with all construction projects, some inconvenience should be anticipated, so please slow down and remember safety first. Everyone benefits when we work together!
Manchester Road Streetscape - Phase 3 - UnderwayThe project's boundaries are from the Taylor Road Roundabout to Eatherton Road. Major improvements to the existing roadway include sidewalks and dedicated bicycle lanes. All utility relocations are complete.
Work is now focusing on the installation of flatwork for the new pedestrian improvements, access areas, and roadway enhancements. The City's contractor (Gershenson Construction) continues to make progress on all fronts.
Thereafter, other phases of the project will then begin in their planned sequences and cause certain delays on Manchester Road, through their construction cycles as well. This work is scheduled to minimize delays, but inevitably traffic flow in this project area will be slow at certain times due to the nature of the work. Thank you for understanding. Wildwood Arbor Day - Be Brave 5K ... VIRTUAL RACE BEGINS TODAY (APRIL 24, 2020)The Arbor Day/Be Brave 5K was scheduled for today, April 24, 2020, but like every social gathering in the nation, it will not be taking place …. at least not actually. HOWEVER, it will be happening virtually and we would love you to be part of it. The City will do its best to offer a positive 5K (3.1 miles) experience through a Virtual Race this year and look forward to another on-site event in 2021. Social distancing doesn’t mean we can’t enjoy the great outdoors at any time of the day, sunrise, mid-day, or sunset. The Virtual Race allows you to choose the location, trail, road, bike path, even treadmill, at any time you choose. You run/walk your own race (3.1 miles), at your own pace. Time yourself and submit your time between April 24, 2020 and May 8, 2020 to Big River Race Management. Results will be posted on the Arbor Day Be Brave platform, complete with your custom finisher certificate. There will still be race shirts and awards, and they will be mailed to you after all the times have been submitted and recorded (after May 8, 2020). We had hoped to find a good way to send the pizza and salad to you in the mail too, but the United States Postal Service (USPS) wouldn’t guarantee timely delivery and freshness. If you want to run the actual race course, it will be marked for you beginning April 22, 2020. ALL PROCEEDS WILL STILL BENEFIT THE MISSOURI SPECIAL OLYMPICS!!! For more than 175 years, the YMCA has adapted our mission to address new challenges, as they arise. <<< Stormwater Runoff and Erosion Issues >>>Please be advised that many of the volunteers that serve on the Watershed Erosion Task Force are out in the creeks walking them and assessing their health and problem areas for further study. If you see someone in the creek by your home, a City Task Force Member will have a Wildwood-issued Identification Card with them that they can present to you. This field work is vital to the success of the Critical Location Identification Process of the Task Force, so we hope their appearances are agreeable to landowners near these creeks. Oh, by the way, you can help too! Many of you who live along the City's system of creeks, drainageways, and/or floodplains should have received a survey asking for your input about these conditions. The members of this Task Force need this information to develop its plan, with steps and solutions. to report a problem on your property or near you, please click on this link - https://www.cityofwildwood.com/formcenter/watershed-erosion-task-force-20/erosion-reporting-form-122 - and complete the form. This information will help the task force as its members work toward understanding the extent of problems, priority areas, and fixes for the future. Many residents have reported issues with stormwater runoff and erosion, with the numerous storm events the City has experienced this past spring and summer. These reports range from water in backyard areas, to overflowing ditches and creeks, to impassable roadways. The City is attempting to understand all of these concerns. Along with addressing and/or responding to these issues, the City Council formed a Watershed Erosion Task Force to study causes, identify issues, and develop a plan to address them in the future.

SINGLE-STREAM RECYCLINGSince August 2019, Waste Connections has been the hauler for all residential properties in the City of Wildwood, which also has included the return of single-stream recycling. Single-stream recycling allows residents to place all recyclable materials in a single container for curbside pickup by the hauler. Waste Connection accepts glass, as part of the new recycling stream, so it can be placed in the toters for pickup. Any questions on recycling can be addressed by visiting the Waste Connections website, which can be reached by clicking on the following link: www.wasteconnections.com.
The City of Wildwood and Waste Connections have also retained two (2) of the locations that were made available as additional options for the drop-off of extra fiber materials and glass:> Anniversary Park - 16511 Clayton Road (63011) > Terminus of Wildwood Avenue, between City Hall and the B&B Theatre (63040). <<< Prescription Drug Take-Back Box >>> Available at City Hall - Main Street Level - Lobby AreaBring your expired/unused prescription medications to City Hall during normal business hours (Monday through Friday - 8:00 a.m. to 5:00 p.m.) and deposit them in the take-back box. There is no need for any assistance from the police. This easy and safe approach keeps old or unused medications from the environment and out of the hands of children.

Wildwood Area Lions Club Eyeglasses and Hearing Aids - Drop-Off Box @ City HallThe Wildwood Area Lions Club has a drop-off box at Wildwood City Hall (16860 Main Street, 63040) for used eyeglasses and hearing aids that are provided to others that cannot access them for a number of reasons. Don't throw them away, donate, and help others in need.
The Wildwood Area Lions Club was chartered by Lions International and is a non-profit organization by the State of Missouri since June 23, 2009. Lions Clubs support the Wildwood Area by providing assistance through actions and monetary funding. Lions International has 1.35 million members in 205 countries and regions worldwide. The international foundation has awarded more than $700 million for humanitarian service projects worldwide and provides disaster relief, youth programs, and help to combat disabilities, where needed.

American Flag DisposalThe City of Wildwood accepts retired American flags for dignified disposal. Please bring worn flags to City Hall, 16860 Main Street, and leave them with the receptionist. All flags collected will be relinquished to the Boy Scouts of America for proper disposal. US Flags should never be placed in the trash.
