With all that is happening around the world, not much has been written or said about the City's upcoming 25th Anniversary. On September 1, 2020, the City of Wildwood will be 25 years old. Many activities and events were planned throughout the year to celebrate this milestone, which have had to be postponed or cancelled due to the pandemic, but City officials are hoping by the Fall of this year, the Celebrate Wildwood Event can be held to recognize this quarter-century birthday.

The City of Wildwood has partnered with a company that will offer all kinds of merchandise recognizing the City's 25th Anniversary, which can be purchased online by clicking on this link - Wildwood Gear 25th Anniversary Edition. These items include t-shirts, hoodies, coffee mugs, stickers, kid’s clothes, and more! Opening Day of Wildwood's Farmers Market - May 23, 2020

WILDWOOD FARMERS MARKET OPENS ON MAY 23, 2020 Wildwood Town Center - 216 Plaza Drive

Saturday, May 23, 2020, is the first weekend to get fresh, locally grown and raised produce, meat, eggs, and more at the Wildwood Farmers Market! The market will be open every Saturday from 8:00 a.m. to Noon, and located in Town Center Area of the City, along Plaza Drive, west of Fountain Place (you can type the parking garage address 216 Plaza Drive into your favorite navigation app to help you find it). The market will run from May 23, 2020 to October 3, 2020. Be sure to follow the Wildwood Farmers Market on Facebook to see the weekly list of vendors that will be attending it, learn more about the vendors and their specialities, and receive other updates about its fun and educational activities.

Given the COVID-19 Coronavirus and public health needs, special provisions will be in place to ensure everyone's safety, including social distancing, greater booth seperation, and others. The St. Louis County Department of Public Health has published guidelines for all markets, which are identified below, and the City of Wildwood, and its manager, will adhere to them throughout the pandemic.

Please consider donating to the City’s food drive. The City of Wildwood is collecting non-perishable food, along with cleaning supplies and personal hygiene products (https://stlfoodbank.org/get-involved/food-drives/), from Saturday, May 9, 2020, through Saturday, May 16, 2020. This effort is a contactless drop off. You can easily walk up and drop off all your items for donation in the red bins that are located at the front of City Hall (16860 Main Street) during the following hours:

City Hall Hours - City of Wildwood

Since March 26, 2020, it is requested that everyone needing to conduct business at City Hall do so by email, telephone, video-conference (staff can set it up), or, if necessary, appointment only. Additionally, a number of employees are working from home, so there may be a delay in getting back to you. Staffing changes are planned over the next month, with a mid-June timeline for full public service. Thank you for your understanding and patience, as we do our part in helping to prevent the spread of coronavirus.

iPads Wanted for COVID-19 Patients and their Families

The Wildwood Area Lions Club is collecting used iPads to distribute to local hospitals. Your donation will help patients stay connected to their loved ones during the COVID-19 pandemic.

If possible, the device should be cleaned, factory reset, and placed in a zip lock bag, with a viable power cord and the signed release form.

Unfortunately, no any other types of tablets, laptops, or smart phones can be accepted. All iPads must also be in good working condition, with no cracks on the screen.

COVID-19 Operational Procedures and Information

Many people are commenting on the closures of facilities and the difficulty to access public use areas over the past few weeks. The City of Wildwood, and many other governments, are faced with a dilemma of recognizing the need to allow people the opportunity for exercise and time outdoors during this pandemic, while knowing the pubic health considerations take precedence. If you think the City of Wildwood has gone too far or should rethink what it has decided, please remember the mortality rate of this virus and how it is both spread by symptomatic and asymptomatic people. The closures are inconvenient and historical in context but, if the City of Wildwood errors, it will always be on the side of caution. Thank you for your understanding and cooperation.

PARKING LOTS HAVE OPENED @ ALL TRAILHEADS

On April 28, 2020, Mayor Jim Bowlin, in consultation with our Police Captain, City Administrator and Director of Planning & Parks, re-opened all of the parking lots at the following trails:

  • Al Foster Memorial Trailhead,

  • Bluff View Park, 

  • Glencoe City Park, 

  • John L. LeCave Trailhead, and 

This action is being taken pursuant to Resolution 2020-11, which was recently passed by the City Council giving Mayor Bowlin the authority to make decisions necessary to promote the safety of and protect Wildwood residents during the COVID-19 pandemic.


The City will continue to monitor the degree and manner of usage of our parks and related facilities, and take additional measures, as may be warranted, to promote the safety of our residents.

Closures of Park Facilities as of May 15, 2020

All Streets in the Glencoe Area (around Glencoe City Park and Al Foster Memorial Trailhead and Trail) remain posted "No Parking." This restriction includes Washington Avenue, Grand Avenue, and 3rd Street; and

All Restrooms, All Pavilions, All Playgrounds, and the City's Dog Park remain closed, until further notice.

Rally for Retail - City of Wildwood

RALLY FOR RETAIL IN WILDWOOD

In partnership with its local businesses, the City is launching a new “Rally for Retail” Campaign to help support Wildwood retailers during the current environment.
 
Pure By Jen, a local Wildwood boutique, recommended this new effort in order to encourage community members to virtually “shop” at their favorite local brick-and-mortar stores by purchasing GIFT CARDS. Purchasing these online gift cards now will help to keep as many Wildwood retailers as possible in business, so that they can reopen their doors, when this crisis passes.

As part of its new community outreach efforts due to the COVID-19 crisis, City Team Members are posting weekly campaigns on the City’s social media pages for “Takeout Tuesdays” (encouraging residents to pick up curbside and delivery) and “Rally for Retail Thursdays” (encouraging residents to purchase gift cards from local businesses). City officials will continue to post these reminders throughout the season.

*** On the Wildwood Business Scene ***

+++ On Friday, St. Louis County Executive Sam Page announced the County’s plan to ease restrictions to its Stay-At-Home Order to allow some retail, restaurant, and professional businesses to reopen beginning on Monday, May 18, 2020, as long as those businesses comply with a series of social distancing requirements and disinfection processes.  Certain other businesses are still prohibited from operating or re-opening, until further notice.  A copy of the Order from the County Department of Public Health can be viewed at this link: Social Distancing and Re-Opening Guidelines for Businesses and Individuals.

+++  Many of our Wildwood retail, restaurant, and service businesses will begin to re-open this Monday, May 18, 2020, following County Executive Sam Page’s announcement last week to loosen the Stay-At-Home Order. These businesses will be required to comply with a new series of social distancing requirements and disinfection processes. Bars, gyms and fitness centers, and entertainment venues are still prohibited from re-opening.  St. Louis County and the STL Regional Business Recovery Initiative have released a set of operating protocols for the re-opening of retail, restaurants, hotels, personal services, and similar uses. These protocols, and the full County Order, are available at www.stlcorona.com. 

+++ St. Louis County has created an email address for businesses within St. Louis County (including all Wildwood businesses) to ask specific questions about their businesses, i.e., if and/or when they reopen, what category they’re in for reopening, etc. The email address is business-covid@stlouisco.com. City officials encourage businesses to utilize this resource to ask any questions or voice any concerns about re-opening.

+++ The application deadline for St. Louis County’s new Small Business Relief (“SBR”) program is this Sunday, May 17, 2020, at 11:59 p.m.  This new program provides financial relief grants of up to $15,000.00 to small businesses that were closed during St. Louis County’s Stay-At-Home Order. A total of $2.5 million in grants is available for distribution in St. Louis County Council District 7 (west St. Louis County). Beginning on May 18, 2020, District 7 County Councilman Mark Harder will review the applications submitted and provide recommendations for approval to the County Executive.

+++ Governor Parson extended the emergency waiver this week allowing Missouri restaurants and bars to sell retailer-packaged mixed drinks to June 15, 2020. This Order was previously scheduled to expire on May 15, 2020, and allows for the sale of alcohol in containers that are durable, leak-proof, sealable and meet the minimum size requirements identified in State Statute.

+++ The US Small Business Administration (SBA) and US Treasury are considering modifying the 8-week period forgiveness rules for borrowers of the new Paycheck Protection Program (PPP), funded via the CARES Act. Small business owners have been hesitant to apply for the second round of funding, with concerns about being able to spend their funds within the identified requirements to not have to repay their loan to the SBA.  Congress is now working with the SBA Inspector General to review these guidelines and determine any changes. The proposed HEROES Act currently in Congress may extend this date to twenty-four (24) weeks from eight (8) weeks and lengthens the “covered” expenses period from June 30, 2020 to the end of this calendar year (December 31, 2020).

+++ The City is partnering with the Wildwood Business Association (WBA) to host a “Wildwood Graduation Week” restaurant celebration next week from May 18, 2020, through May 23, 2020, in parallel with senior salute parades by Eureka High School and Lafayette High School. Six (6) Wildwood restaurants will be selling one hundred (100) custom “Senior Party Packs” each suitable to families, and the WBA will maintain a list of those restaurants still have packs available for sale. The goal will be for each restaurant to sell all one hundred (100) party packs, and finish without any remaining. Follow the WBA Facebook Page for more information.

+++ As of the date of this report, over $100 Billion of the original $320 Billion (or approx. 31%) is still available for applicants in the second round of additional funding for the SBA’s Paycheck Protection Program (PPP). The PPP provides forgivable loans of up to $10 million to use towards payroll, rent, interest, and utilities.

+++ The Event Committee for the 2020 “Summer Tour of Wildwood” Passport Program has made the unfortunate decision to postpone this year’s event, given St. Louis County’s Stay-At-Home Order and uncertainty surrounding when our businesses will re-open.  However, the Wildwood Business Association (WBA) has approved hosting a Business Bingo game this summer as a substitute to our Passport Program in order to help provide our businesses with needed exposure and support during this time.  Information regarding this new program will be released in the coming weeks.

+++ Jenny Goskie Farmers Insurance Agency, a Wildwood business at 16753 Main Street, was featured in West Newsmagazine last week for their new “Meals for Mercy” Program during the Stay-At-Home Order. Ending this week, Ms. Goskie’s program delivered fifty (50) to eighty (80) meals to Mercy Hospital each of the last six (6) weeks from local Wildwood restaurants, including Thai Bistro, Benedetto’s on Main, Big Chief Roadhouse, Parkside Grille, and Craft Eats & Drinks.

Rural Internet Access Committee (RIAC)
Five (5) Responses to Request for Proposals (RFP) Received 

The City's Rural Internet Access Committee (RIAC) recommended at the end of 2019 the City Council that it should consider the issuance of a Request for Proposals (RFP) that would seek responses from providers of high-speed internet services on how best to address this matter for the community. The Request for Proposals (RFP) was supported by City Council and ultimately prepared by CTC Technology & Energy, the same firm that had undertaken a review process on the best approaches for service extensions of high-speed internet access to the rural areas of Wildwood. On Thursday, January 2, 2020, the Request for Proposals (RFP) was issued. To review this document, please click on the following link - Internet Access Request for Proposals (RFP).

Seven (7) respondents to the City's Request for Proposals (RFP) submitted Letters of Intent, with five (5) of these companies meeting the May 14, 2020 deadline for responses to it. The respondents include the following companies: Bays ET, Design Nine (now Wide Open Communications), MetroNet, Spectrum, and Wisper ISP. These responses will now be reviewed by the Rural Internet Access Committee (RIAC) and the City 's consistent (CTC Technology and Energy), with an intent to provide a recommendation to City Council for action in 2020.

Wildwood 2020 - Making Wildwood Better For You

“Wildwood 2020”

Mayor Bowlin announced his vision plan for the City of Wildwood during the City Council Work Session held on Monday, October 9, 2017.  The plan was developed based on input from residents and other stakeholders, and calls for improving residential experience and a renewed focus on the City’s original plans, said Mayor Bowlin. 

“I’m very committed to things that benefit our residents and businesses, and there’s so much we can do to make Wildwood even better for them. My plan incorporates ways to make that happen with optimal cost efficiency,” said the Mayor. The plan includes several proposed projects that will benefit residents in all eight wards, along with implementation guidelines that include resident participation and input.

CONSTRUCTION PROJECTS UPDATE - Public Works


State Route 109/State Route 100 Intersection 
On the Homestretch Now ...

Work continues in earnest on this major road, bridge, and pedestrian improvement project at the center of the City. For more information, click on this link - State Route 109 Project.

Phase 1 - Completed.

Phase 2 - February 2020 – May 2020 - ALMOST THERE: Bridge staining, girder painting are being finalized, while pavement markings have been delayed due to weather (rain).  

May 2020:  Project Completed.

As with all construction projects, some inconvenience should be anticipated, so please slow down and remember safety first. Everyone benefits when we work together!


Manchester Road Streetscape - Phase 3 - Underway

The project's boundaries are from the Taylor Road Roundabout to Eatherton Road. Major improvements to the existing roadway include sidewalks and dedicated bicycle lanes. All utility relocations are complete.

Work is now focusing on the installation of flatwork for the new pedestrian improvements, access areas, and roadway enhancements. Much of this work is utilizing pervious pavement materials to better manage stormwater runoff and follow the City's goals to apply "best management practices" in all of its projects to protect the environment, including or creeks, streams, and ephemeral drainageways. The City's contractor (Gershenson Construction) continues to make good progress on all fronts. 

Thereafter, other phases of the project will then begin in their planned sequences and cause certain delays on Manchester Road, through their construction cycles as well. This work is scheduled to minimize delays, but inevitably traffic flow in this project area will be slow at certain times due to the nature of the work. Thank you for understanding. When in this area, please travel slowly for the safety of all. 
Eatherton Road Bridge Replacement Project - Map

Eatherton Road Bridge Replacement Project to Begin
(Located between State Route 109 and Wildwood Horse Creek Road)

Construction is scheduled to begin on June 1, 2020, weather permitting 

The City of Wildwood is about to begin a long-awaited improvement project to replace the Eatherton Road Bridge over Bonhomme Creek. The project will replace the existing sub-standard bridge, between State Route 109 and Wild Horse Creek Road (State Route CC), with a new bridge structure that consists of two (2), eleven (11) foot driving lanes, with four (4) foot shoulders.


Eatherton Road will be CLOSED TO ALL TRAFFIC at the bridge location (about 750’ north of Orville Road) beginning at 7:00 a.m. on June 1, 2020, and is expected to remain closed through August 28, 2020, for the duration of bridge construction.  Eatherton Road will remain open during construction for local traffic to access Orrville Road, from State Route 109, or to access Eatherton Valley Road or Bonhomme Creek Road, from Wild Horse Creek Road.  Detour signs and other advance warning signs will be in place during construction to assist motorists around the construction area.

Senior Yoga is Still Available - Virtually

These sessions are now virtual and accessible online at the comfort of your own home. You must register one (1) day in advance of the class date and have a valid e-mail address.

IMPORTANT INFORMATION:

Wildwood Yoga & Wellness will be using ZOOM for these classes. Wildwood Yoga & Wellness will send out a link for your registered class. You can download Zoom here -  https://zoom.us/download - or the instructor will send you the link and it will prompt you to download the program. Also, please remember that if you cannot not attend the class LIVE, you still can still sign up and a recorded link will be forwarded to you for the class, which is valid for twenty-four (24) hours.

This class is FREE for Wildwood residents, and only $5.00 for non-residents, age 60+!

The class will use chairs and other props to ensure that the benefits of yoga are accessible to students of varying degrees of strength, balance, and flexibility. Seniors will practice basic yoga poses, while exploring the openness that comes with combining breath with movement. All classes are taught by Certified Yoga Instructors.

COVID-19 Emergency Relief Box

Wildwood Family YMCA - A Message to Our Community

The Wildwood Family YMCA will reopen as soon as we are safely allowed to do so following guidelines from public health officials.
 
For more than 175 years, the YMCA has adapted our mission to address new challenges, as they arise. Today, our community is confronted with a new challenge and the Gateway Region YMCA, our association, is again stepping up by:

  • Transitioning several of our facilities to provide emergency child care for essential personnel, so that they can continue their focus on public health and caring for our neighbors in need - https://gwrymca.org/emergency-child-care.
  • Partnering with the St. Louis Area Foodbank for emergency food donations. Drop offs to the barrel on front of our building can be done weekdays between 8:00 a.m. to 4:40 p.m. 
  • Partnering with schools to ensure children and families in need receive healthy meals.
  • Engaging our senior population in wellness calls and identifying their needs for short or long-term isolation.
  • Providing virtual workout options and resources to stay active and engaged while sheltering in place - https://gwrymca.org/virtual-workouts.

Watershed Erosion Task Force - City of Wildwood, Mo.

The Task Force will meet via ZOOM Webinar Platform 
on Wednesday, May 20, 
2020, please join us at 6:30 p.m.
Please be advised that many of the volunteers that serve on the Watershed Erosion Task Force are out in the creeks walking them and assessing their health and problem areas for further study. If you see someone in the creek by your home, a City Task Force Member will have a Wildwood-issued Identification Card with them that they can present to you. This field work is vital to the success of the Critical Location Identification Process of the Task Force, so we hope their appearances are agreeable to landowners near these creeks.

Oh, by the way, you can help too! Many of you who live along the City's system of creeks, drainageways, and/or floodplains should have received a survey asking for your input about these conditions. The members of this Task Force need this information to develop its plan, with steps and solutions. To report a problem on your property, or near you, and complete the form, please click on this link: https://www.cityofwildwood.com/formcenter/watershed-erosion-task-force-20/erosion-reporting-form-122. This information will help the task force as its members work toward understanding the extent of problems, priority areas, and fixes for the future. For the latest information on upcoming meetings of the task force, please check the City's on-line calendar for the latest cancellations and scheduling news.

Many residents have reported issues with stormwater runoff and erosion, with the numerous storm events the City has experienced this past spring and summer. These reports range from water in backyard areas, to overflowing ditches and creeks, to impassable roadways. The City is attempting to understand all of these concerns. Along with addressing and/or responding to these issues, the City Council formed a Watershed Erosion Task Force to study causes, identify issues, and develop a plan to address them in the future.

However, the City is only reaching a small portion of the population and would like to reach many more of our citizens.  While not everyone wishes to receive yet another weekly e-mail, it is likely many citizens are unaware that the City’s weekly e-newsletter exists. SINGLE-STREAM RECYCLING

Since August 2019, Waste Connections has been the hauler for all residential properties in the City of Wildwood, which also has included the return of single-stream recycling. Single-stream recycling allows residents to place all recyclable materials in a single container for curbside pickup by the hauler. Waste Connection accepts glass, as part of the new recycling stream, so it can be placed in the toters for pickup. Any questions on recycling can be addressed by visiting the Waste Connections website, which can be reached by clicking on the following link: www.wasteconnections.com.

The City of Wildwood and Waste Connections have also retained two (2) of the locations that were made available as additional options for the drop-off of extra fiber materials and glass:

Bring your expired/unused prescription medications to City Hall during normal business hours (Monday through Friday - 8:00 a.m. to 5:00 p.m.) and deposit them in the take-back box. There is no need for any assistance from the police. This easy and safe approach keeps old or unused medications from the environment and out of the hands of children.

The Wildwood Area Lions Club has a drop-off box at Wildwood City Hall (16860 Main Street, 63040) for used eyeglasses and hearing aids that are provided to others that cannot access them for a number of reasons. Don't throw them away - please donate - and help others in need! 

The Wildwood Area Lions Club was chartered by Lions International and is a non-profit organization by the State of Missouri, circa June 2009. Lions Clubs support the Wildwood Area by providing assistance through actions and monetary funding. Lions International  has 1.35 million members in 205 countries and regions worldwide. The international foundation has awarded more than $700 million for humanitarian service projects worldwide and provides disaster relief, youth programs, and help to combat disabilities, where needed.

American Flag Disposal

The City of Wildwood accepts retired American flags for dignified disposal. Please bring worn flags to City Hall, 16860 Main Street, and leave them with the receptionist. All flags collected will be relinquished to the Boy Scouts of America for proper disposal. US Flags should never be placed in the trash.
