CITY HALL OFFICES WILL BE CLOSED

In celebration of Independence Day, City Hall offices are closed Friday, July 3, 2020. City Hall will be staffed again on Monday, July 6, 2020, starting at 8:00 a.m. Restricted access to City Hall will still be in placed at this time. On September 1, 2020, the City of Wildwood will be 25 years old. Many activities and events were planned throughout the year to celebrate this milestone, which have had to be postponed or cancelled due to the pandemic, but City officials are hoping by the Fall of this year, the Celebrate Wildwood Event can be held to recognize this quarter-century birthday.

Saturday, June 27, 2020: Another great day for purchasing fresh, locally grown and raised produce, meat, eggs, and more at the Wildwood Farmers Market! The market will be open this Saturday from 8:00 a.m. to 12:00 p.m. (Noon), and located in Town Center Area of the City, along Plaza Drive, west of Fountain Place (you can type the parking garage address 216 Plaza Drive into your favorite navigation app to help you find it). The market will run from May 23, 2020 to October 3, 2020. Be sure to follow the Wildwood Farmers Market on Facebook to see the weekly list of vendors that will be attending it, learn more about the vendors and their specialities, and receive other updates about its fun and educational activities.

Given the COVID-19 Coronavirus and public health needs, special provisions will be in place to ensure everyone's safety, including social distancing, greater booth separation, and more. The St. Louis County Department of Public Health has published guidelines for all markets, which are identified below, and the City of Wildwood and its manager will adhere to them throughout the pandemic.

COVID-19: Operational Procedures and Information - City of Wildwood, Mo.

COVID-19 Operational Procedures and Information

All businesses in St. Louis County will be allowed to raise their capacity limits from 25% to 50% this Monday, June 29, 2020. Further, restrictions pertaining to outdoor gatherings will be fully lifted on June 29, 2020, which will allow these activities to continue, while practicing appropriate social distancing, washing hands, and wearing masks.

The City continues to closely monitor the coronavirus situation and has a section of its website dedicated to this issue. There is helpful information for residents and businesses, including: local restaurant information; impact on parks, trails, and events; public meeting modifications; links to health organizations; and lots more! iPads Wanted for COVID-19 Patients and their Families

The Wildwood Area Lions Club is collecting used iPads to distribute to local hospitals. Your donation will help patients stay connected to their loved ones during the COVID-19 pandemic.

If possible, the device should be cleaned, factory reset, and placed in a zip lock bag, with a viable power cord and the signed release form.

Unfortunately, no any other types of tablets, laptops, or smart phones can be accepted. All iPads must also be in good working condition, with no cracks on the screen.

Closures of Park Facilities as of June 20, 2020

All Streets in the Glencoe Area (around Glencoe City Park and Al Foster Memorial Trailhead and Trail) remain posted "No Parking." This restriction includes Washington Avenue, Grand Avenue, and 3rd Street; and

All Restrooms, Community Park's Large Pavilion, and All Playgrounds  remain closed, until further notice.

City of Wildwood Opens its Dog Park

Wildwood's Dog Park Opened on Monday, June 22, 2020

With changes to the requirements relating to the health and safety of the public regarding the COVID-19 Coronavirus, the City's Dog Park reopened on Monday, June 22, 2020 for use by registered residents and their canine friends. The rules for use reflect the current status of the St. Louis County Department of Public Health's direction in this regard and are provided below for your review: 

Paws & Read
We want to keep our dog park open, but need your help in keeping it safe for everyone. Given the nature of this facility, it is not being sanitized by the City.
 
Please adhere to the following guidelines:
 
Social distancing is required by maintaining at least 6 feet between and among all guests of this facility. If you notice this rule is not being followed, please call the St. Louis County Police – Wildwood Precinct: 636-458-9194.
 
Do not enter if you or your dog are ill.
 
Wearing face coverings is encouraged.  
 
Washing hands or using hand sanitizer before entering the park and after leaving is encouraged.

Cough or sneeze into your elbow.
 
Arrive, play, and leave – please do not congregate!
 
Refrain from petting dogs that do not belong to you.
 
No outside toys or balls are allowed.
 
Please note: If you notice that other members exhibit symptoms of COVID-19, or you believe you have been exposed, please go home immediately and call the St. Louis County Public Health COVID-19 Hotline, at 314-615-2660, or contact your physician.

The new Phase 3 Area of Community Park will re-open on June 29, 2020. Social distancing is requried and gathering size limited to no more than thirty (30) individuals in association with the two (2), small pavilion areas located there. Face masks are encouraged. Please practice these public health requirements, so everyone stays safe and healthy!

RALLY FOR RETAIL IN WILDWOOD

In partnership with its local businesses, the City is launching a new “Rally for Retail” Campaign to help support Wildwood retailers during the current environment.
 
Pure By Jen, a local Wildwood boutique, recommended this new effort in order to encourage community members to virtually “shop” at their favorite local brick-and-mortar stores by purchasing GIFT CARDS. Purchasing these online gift cards now will help to keep as many Wildwood retailers as possible in business, so that they can reopen their doors, when this crisis passes.

As part of its new community outreach efforts due to the COVID-19 crisis, City Team Members are posting weekly campaigns on the City’s social media pages for “Takeout Tuesdays” (encouraging residents to pick up curbside and delivery) and “Rally for Retail Thursdays” (encouraging residents to purchase gift cards from local businesses). City officials will continue to post these reminders throughout the season.

  • St. Paul Road - from the Wildwood City Limit to Kiefer Creek Road to Ridge Road;
  • Orrville Road - from Shepard Road to Eatherton Road; and
  • Viola Gill Lane - from Manchester Road to new pavement @ Wildwood Trails.

Wildwood Community Cookbook - 25th Anniversary Event

Find yourself cooking more these days? Now is the perfect time to submit your recipes for the City’s 25th Anniversary Community Cookbook. The cookbook will be offered digitally, for free, at the end of the year. It’s as easy as completing a short form and uploading a photo of the recipe. Recipes can be submitted via: Community-Cookbook-Recipe-Submittal-Form. We’ve organized the months into themes, or sections, but will accept any type of recipe all year.

+++ New Option for Internet Service +++
Rural Areas of Wildwood

With the internet taking the forefront of many people's lives over the course of the COVID-19 pandemic, the City of Wildwood has received some very positive news from a local internet provider it has been working with since 2013. This company, Bays ET, now has access to AT&T's LTE Network, after a lengthy effort by Bays ET to obtain this opportunity. What does this mean for residents needing access to the high-speed internet? A LOT!
 
The access to this nationwide network is for internet only and, via a hotspot in your home, it provides a stronger signal that is more reliable and has greater coverage than any of the two (2) wireless providers can offer at this time - including the current Bays ET network. The speeds are to be 15 mbps download and 2 mbps upload and offered as a single package on a per month basis, on a much more robust network of improvements. 
 
The new service will not only assist with the most affected areas Mayor Jim Bowlin has been pursuing to initiate service during the COVID-19 situation under Emergency Resolution 2020-11, but also significantly more of our rural areas beyond that list.

Rural Internet Access Committee (RIAC)
Five (5) Responses to Request for Proposals (RFP) Received 

The City's Rural Internet Access Committee (RIAC) and consultant on this project, CTC Technology and Energy, recently sent a list of qualifying questions to the five (5) respondents regarding their individual submittals to the City's Request for Proposals (RFP). The questions are intended to help the Rural Internet Access Committee (RIAC) and City officials in making determinations regarding the best companies to complete this project, at the lowest cost to taxpayers. The responses to these referenced questions are due back to the City on July 1, 2020. Thereafter, the five (5) respondents to the Request for Proposals (RFP) will be narrowed to a smaller grouping for the purposes of in-depth interviews. To review this document, please click on the following link - Internet Access Request for Proposals (RFP).

+++ On the Wildwood Business Scene +++

+++ A new bipartisan bill has been introduced in the US House of Representatives (the “RESTAURANTS” Act of 2020), intended to provide a $120 billion in relief funding for independently-owned restaurants (with fewer than twenty (20) locations) negatively impacted by COVID-19. These independent restaurants have long contended that PPP funding doesn’t meet their needs due to forgiveness requirements on payroll and employees, so this new bill may provide necessary support to these restauranteurs.

+++ The Federal Reserve Board expanded its $600 billion Main Street Lending Program to serve much smaller businesses. This program now has lower loan limits, with a minimum size of $250,000.00, down from a $500,000.00 minimum previously announced in May. Terms have also been lengthened from four years to five years, hoping to make this program more appealing and user-friendly for small businesses.

+++ The deadline to submit applications for the SBA Paycheck Protection Program (PPP) is this Tuesday, June 30, 2020. A newly revised Loan Forgiveness Application has been released to make it easier for small businesses to apply for PPP funds and receive forgiveness for loans received.

+++ The Paycheck Protection Program (PPP) Flexibility Act was signed into law on June 5, 2020. This bill: i) extends the “covered” period under which small businesses can spend their PPP loan proceeds from eight (8) weeks to twenty-four (24) weeks, or until December 31, ii) removes the limits on loan forgiveness for small businesses that were unable to rehire employees, hire new employees or return to the same level of business activity pre-pandemic, and iii) expands the 25% cap to use PPP funds on non-payroll expenses (rent, mortgage interest, utilities) to 40% of the total loan, lowering the 75% requirement for payroll to 60%. This bill makes PPP funds much more desirable and business-friendly, especially for small businesses in the retail and hospitality industry.  $130 Billion remains available in PPP funds, and the deadline to submit applications is June 30, 2020.  Lastly, the US Small Business Administration (SBA) and the US Treasury are now working to develop a modified borrower application form and a modified loan forgiveness application to make it easier for small businesses to apply for PPP funds and receive forgiveness for loans received.

+++ The US Small Business Administration (SBA) and the US Treasury released a revised, borrower-friendly, “EZ Version” of the Paycheck Protection Program (PPP) Loan Forgiveness Application.  This newly revised Application will make it easier for small businesses to apply for PPP funds and receive forgiveness for loans received.  $100 Billion remains available in PPP funds, and the deadline to submit applications is June 30, 2020.

+++ On June 15, 2020, the SBA re-opened the Economic Injury Disaster Loan (EIDL) and EIDL Advance Program portal to all eligible applicants experiencing economic impacts due to COVID-19. The EIDL Advance Program will provide up to $10,000.00 (or $1,000.00 per employee) of emergency relief to businesses that are currently experiencing difficulties, which do not have to be repaid.

+++ The Wildwood Hotel (2801 Fountain Place, 63040) re-opens for business this Friday, June 26, 2020.

+++ Milk & Honey is now open at its new expanded location at 16765 Main Street.

LaSalle Retreat & Conference Center (2101 Rue de LaSalle Drive, 63038) will re-open on July 1, 2020.

+++ As a reminder, the City has issued a “Temporary Waiver of Special Event Permit Guidelines for Eating and Drinking Establishments in Wildwood”. This waiver allows Wildwood restaurants, pubs, and coffee shops to expand outdoor seating and hold special events, and provides necessary guidelines and procedures for doing such. Written approval for the request is still required to be obtained from the St. Louis County Department of Public Health, as part of our review process. Several Wildwood restaurants have already applied and completed this process, including Wildwood Pub & Grill, Parkside Grille, and Big Chief Roadhouse.  The signed Waiver, the full County Order and the City’s Special Event Permit Application, are available for download on the City’s website at the following link: www.cityofwildwood.com/specialeventwaiver. 

+++ Pursuant to Resolution #2020-11, Mayor Bowlin signed an Authorization allowing a “Temporary Waiver of Special Event Permit Guidelines for Eating and Drinking Establishments in Wildwood”.  This will allow Wildwood restaurants, pubs and coffee shops to expand outdoor seating and hold special events, and provides necessary guidelines and procedures for doing such.  Several Wildwood restaurants have already applied and completed this process, including Wildwood Pub & Grill and Parkside Grille. 

+++ CVS Pharmacy completed its re-branding of the pharmacy facility that is located within Schnucks Markets, at Wildwood Crossing, last week, following CVS’ acquisition of 110 Schnucks’ Pharmacies across the Midwest this past March 2020.
 
+++ Big Chief Roadhouse (17352 Manchester Road, 63038) will begin their new Drive-in Movie Nights this Monday, June 29, 2020. The restaurant had intended to begin this new event last week, but the weather forecast and family concerns postponed the opening by to this coming week. Visit Big Chief’s Facebook Page for more information, and to reserve a space for Monday’s movie night.

+++ Exela Technologies (formerly known as SourceHOV) has listed 4,573 SF of their first floor office space at 158 to 183 Plaza Drive for sub-lease to a new tenant. The City of Wildwood is working with the business owner and property representative at this location to help identify a new user for this space.

+++ Sadly, The Miller Haus Coffee Shop & Lounge announced last week that it will be closing for business this Saturday, June 27, 2020. Please make sure to stop by and thank Ms. Miller for all of her hard work and dedication to Wildwood these past two (2) years.  Patterson Family Farms General Store and Boutique will continue to be open in the front room of this building, so please continue to shop local and support this small business.

This month, Coffee with the Mayor will begin accommodating in-person attendance at City Hall. In-person attendance will be limited to 50% of the room capacity. Social distancing will also be practiced by those in attendance.
 
If you prefer to participate from your home, a virtual option, via Zoom, will also be available. If you would like to participate via Zoom, you will need to sign up in advance to receive the invitation to attend the Virtual Coffee with the Mayor (see the link below). Green Pines Park - Ward Five

Work continues on this new park property that is located at the terminus of Pond Grover Parkway, at its intersection with Green Pines Drive. The park has been designed for young children and will contain the following items for their fun and enjoyment: 

  1. The facility will provide five (5) off-street parking spaces for users; one (1) of which is ADA accessible.
  2. The parking area will be constructed of asphalt and be linked to the surrounding pedestrian network and the play pods (two (2) in total) by a system of concrete sidewalks. 
  3. The facility will offer certain equipment, structures, and play features to appeal to a range of age groups, including restroom area, four (4) small shelters, and one (1) larger type, along with bicycle racks, benches, and trash receptacles.
  4. The design will include a landscape plan, with many of the plantings intended to provide a screened buffer between the planned parking area and the nearby residential homesites. Along with landscaping for screening purposes, a stone wall, approximately thirty-two (32) inches in height, is planned along the east side of the parking area to provide more comprehensive noise and light abatement to the nearby residential area. 
  5. The design of this park facility will accommodate stormwater management, along with having limited utility extensions to it.
  6. The entirety of the park's play pods area will be fenced and gated to ensure the safety of younger children.
  7. The park site will have a location for signage, both identification, informational, and directional types.
  8. The site, in terms of grading, does require a stone retaining wall structure at the south end of the park site to offset slope adjustments across it, while offering appealing aesthetics, as a backdrop to the abutting play pod area. 

Manchester Road Streetscape - Phase 3 - Underway

The project's boundaries are from the Taylor Road Roundabout to Eatherton Road. Major improvements to the existing roadway include sidewalks and dedicated bicycle lanes. All utility relocations are complete.

Work is now focusing on the installation of flatwork for the new pedestrian improvements, access areas, and roadway enhancements. Much of this work is utilizing pervious pavement materials to better manage stormwater runoff and follow the City's goals to apply "best management practices" in all of its projects to protect the environment, including or creeks, streams, and ephemeral drainageways. The City's contractor (Gershenson Construction) continues to make good progress on all fronts. 

Thereafter, other phases of the project will then begin in their planned sequences and cause certain delays on Manchester Road, through their construction cycles as well. This work is scheduled to minimize delays, but inevitably traffic flow in this project area will be slow at certain times due to the nature of the work. Thank you for understanding. When in this area, please travel slowly for the safety of all.

Road Closure Began on Monday, June 1, 2020
Eatherton Road Bridge Replacement Project
(Located between State Route 109 and Wildwood Horse Creek Road)

The City of Wildwood began work on this long-awaited improvement project to replace the Eatherton Road Bridge over Bonhomme Creek. The project will replace the existing sub-standard bridge, between State Route 109 and Wild Horse Creek Road (State Route CC), with a new bridge structure that consists of two (2), eleven (11) foot driving lanes, with four (4) foot shoulders.


Eatherton Road is CLOSED TO ALL TRAFFIC at the bridge location (about 750 feet north of Orrville Road), which began at 7:00 a.m. on June 1, 2020, and is expected to remain closed through August 28, 2020, for the duration of bridge construction.  Eatherton Road will remain open during construction for local traffic to access Orrville Road, from State Route 109, or to access Eatherton Valley Road or Bonhomme Creek Road, from Wild Horse Creek Road.  Detour signs and other advance warning signs will be in place during construction to assist motorists around the construction area.

Senior Yoga Class

These sessions are now virtual and accessible online at the comfort of your own home. You must register one (1) day in advance of the class date and have a valid e-mail address.

Also, please remember that if you cannot not attend the class LIVE, you still can still sign up and a recorded link will be forwarded to you for the class, which is valid for twenty-four (24) hours.

This class is FREE for Wildwood residents, and only $5.00 for non-residents, age 60+!

The class will use chairs and other props to ensure that the benefits of yoga are accessible to students of varying degrees of strength, balance, and flexibility. Seniors will practice basic yoga poses, while exploring the openness that comes with combining breath with movement. All classes are taught by Certified Yoga Instructors.

Watershed Erosion Task Force - City of Wildwood, Mo.

At the task force's last meeting on June 17, 2020, the members made progress on several fronts and will be moving forward with the information they have collected from their fieldwork and input from Wildwood property owners that have lots that abut creeks or other water features and are experiencing problems or concerns. The Task Force seeks to prioritize these locations and seek outside funding for their repair or restoration. Funding discussions will be prominent with the Task Force over the remainder of 2020. 

Many of the volunteers that serve on the Watershed Erosion Task Force are out in the creeks walking them and assessing their health and problem areas for further study as well. If you see someone in the creek by your home, a City Task Force Member will have a Wildwood-issued Identification Card with them that they can present to you. This field work is vital to the success of the Critical Location Identification Process of the Task Force, so we hope their appearances are agreeable to landowners near these creeks.

Oh, by the way, you can help too! Many of you who live along the City's system of creeks, drainageways, and/or floodplains should have received a survey asking for your input about these conditions. The members of this Task Force need this information to develop its plan, with steps and solutions. This information will help the task force as its members work toward understanding the extent of problems, priority areas, and fixes for the future. SINGLE-STREAM RECYCLING

Since August 2019, Waste Connections has been the hauler for all residential properties in the City of Wildwood, which also has included the return of single-stream recycling. Single-stream recycling allows residents to place all recyclable materials in a single container for curbside pickup by the hauler. Waste Connection accepts glass, as part of the new recycling stream, so it can be placed in the toters for pickup. Any questions on recycling can be addressed by visiting the Waste Connections website, which can be reached by clicking on the following link: www.wasteconnections.com.

The City of Wildwood and Waste Connections have also retained two (2) of the locations that were made available as additional options for the drop-off of extra fiber materials and glass:

The Wildwood Area Lions Club has a drop-off box at Wildwood City Hall (16860 Main Street, 63040) for used eyeglasses and hearing aids that are provided to others that cannot access them for a number of reasons. Don't throw them away - please donate - and help others in need! 

The Wildwood Area Lions Club was chartered by Lions International and is a non-profit organization by the State of Missouri, circa June 2009. Lions Clubs support the Wildwood Area by providing assistance through actions and monetary funding. Lions International  has 1.35 million members in 205 countries and regions worldwide. The international foundation has awarded more than $700 million for humanitarian service projects worldwide and provides disaster relief, youth programs, and help to combat disabilities, where needed.

Thanks to everyone who has donated shoes, boots, and sandals to the Shoeman Water Project over the years. It appears the organization is no longer operational, but the City of Wildwood has not received confirmation of such. Therefore, the collection boxes have been temporialy removed from City Hall. As soon as the City is aware of the circumstances, it will advise via this e-newsletter.

The City of Wildwood accepts retired American flags for dignified disposal. Please bring worn flags to City Hall, 16860 Main Street, and leave them with the receptionist. All flags collected will be relinquished to the Boy Scouts of America for proper disposal. US Flags should never be placed in the trash.
