"One Room Schoolhouses of Meramec Township"
A Presentation by Ms. Karen FoxThere were nearly thirty (30) one-room schoolhouses in western St. Louis County prior to the 1960s. Karen Fox, local author and Wildwood Historical Society volunteer, captures them in a book titled One-Room Schoolhouses, which offers a detailed look at where they were located, who attended, and how early education functioned in rural Missouri. Ms. Fox will be giving an online presentation to the Wildwood Historic Preservation Commission on this topic on Thursday, August 27, 2020, at 6:30 p.m. The presentation will be broadcast via the Zoom platform and live on the City’s YouTube channel. All are invited to tune in via either format.

MANAGING OUR STREET TREE ASSETS
IN THE CITY OF WILDWOODHave you noticed lately an unhealthy or dead street tree* in your neighborhood? The City has created a simple form for you to use to report unhealthy and dead street trees,* whenever you spot one: https://www.cityofwildwood.com/…/Dead-Trees-or-Limbs-Down-56. You can also report a tree by calling City Hall, at 636-458-0440.
This form will come in handy (unfortunately) because the City is now experiencing the predicted and widespread impacts of the invasive Emerald Ash Borer (EAB) on Ash Trees in Wildwood. The EAB is an invasive beetle that targets Ash Trees and destroys their vascular system, leading to their eventual deaths. The City has identified around 900 Ash Street Trees* that will eventually be killed by this pervasive pest. These Ash Street Trees are located in neighborhoods all around Wildwood, so we'll need your help reporting them, when they become unhealthy or dead.

WEAR YOUR WILDWOOD - SHOW YOUR PRIDEIf you do not know, this year is the City of Wildwood’s 25th Anniversary. The specific date of the incorporation of the City is September 1, 1995, so the 25th Anniversary date is fast approaching!
To celebrate this anniversary date and exciting milestone, City officials are creating an opportunity to show your hometown spirit. A montage video of people wearing/using Wildwood-branded items and showcasing their favorite place in Wildwood is planned. City officials are encouraging residents, business owners, and all of us at City Hall to submit photographs and videos of themselves to create this celebratory video.
City officials want to invite you to participate in the celebration, as residents and being such an important part of what makes Wildwood great! So, put on your favorite Wildwood gear and follow the brief instructions below to participate. If you don’t have any Wildwood gear yet, make some or a sign showing your pride in this great place!
Here’s What You Need to Know to Participate:
1. Snap a selfie or short video (or have a friend snap it for you) of yourself wearing Wildwood-branded gear somewhere in Wildwood. Location – Get creative! Pick your favorite place in Wildwood, whether it’s a park, the Farmers Market, or your backyard. Any place in Wildwood will be great! Wildwood Community Cookbook - 25th Anniversary EventFind yourself cooking more these days? Now is the perfect time to submit your recipes for the City’s 25th Anniversary Community Cookbook. The cookbook will be offered digitally, for free, at the end of the year. It’s as easy as completing a short form and uploading a photo of the recipe. Recipes can be submitted via: Community-Cookbook-Recipe-Submittal-Form. We’ve organized the months into themes, or sections, but will accept any type of recipe all year.

A lot of the projects (large and small) you see underway within the City of Wildwood are planned and funded based upon Census data. That means an accurate Census is important for continued improvements throughout Wildwood for the next 10 years and beyond, so please be sure to complete yours for your household!

Wildwood Town Center - 216 Plaza DriveSaturday, August 22, 2020: Another great day for purchasing fresh, locally grown and raised produce, meat, eggs, and more at the Wildwood Farmers Market! The market will be open this Saturday from 8:00 a.m. to 12:00 p.m. (Noon), and located in Town Center Area of the City, along Plaza Drive, west of Fountain Place (you can type the parking garage address 216 Plaza Drive into your favorite navigation app to help you find it). The market will run from May 23, 2020 to October 3, 2020. Be sure to follow the Wildwood Farmers Market on Facebook to see the weekly list of vendors that will be attending it, learn more about the vendors and their specialities, and receive other updates about its fun and educational activities.
Given the COVID-19 Coronavirus and public health needs, special provisions will be in place to ensure everyone's safety, including social distancing, greater booth separation, and more. The St. Louis County Department of Public Health has published guidelines for all markets, which are identified below, and the City of Wildwood and its manager will adhere to them throughout the pandemic.

COVID-19 Operational Procedures and InformationCounty Executive's Office via St. Louis County Department of Health - (St. Louis County) - On Monday, July 27, 2020, County Executive Sam Page announced a series of new event, bar, and business restrictions, in response to rising COVID-19 cases within St. Louis County. These new restrictions went into effect on July 31, 2020, at 5:00 p.m., and are expected to remain in place for four (4) weeks. These new restrictions impact the following situations: limits gatherings and events to no more than fifty (50) people, reduces business occupancy limits back to 25% (previously 50%), orders all late-night service bars to close at 10:00 p.m., requires quarantine for those waiting for COVID-19 Coronavirus test results, and includes several other regulations pertaining to testing, healthcare, and education. MASKS AND THEIR ROLE IN BEATING BACK COVID-19Masks are recommended as a simple barrier to help prevent respiratory droplets from traveling into the air and onto other people, when the person wearing the mask coughs, sneezes, talks, or raises their voice. This barrier created by a mask is called source control. This recommendation is based on what the medical community knows about the role respiratory droplets play in the spread of the virus that causes COVID-19, paired with emerging evidence from clinical and laboratory studies that shows masks reduce the spray of droplets, when worn over the nose and mouth. COVID-19 spreads mainly among people who are in close contact with one another (within about 6 feet), so the use of masks is particularly important in settings, where people are close to each other, or where social distancing is difficult to maintain.- CDC recommends that people wear masks in public settings and when around people who don’t live in your household, especially when other social distancing measures are difficult to maintain.
- Masks may help prevent people who have COVID-19 from spreading the virus to others.
- Masks are most likely to reduce the spread of COVID-19, when they are widely used by people in public settings.
- Masks should NOT be worn by children under the age of 2 or anyone who has trouble breathing, is unconscious, incapacitated, or otherwise unable to remove the mask without assistance.

Closures of Park Facilities as of August 21, 2020All Streets in the Glencoe Area (around Glencoe City Park and Al Foster Memorial Trailhead and Trail) remain posted "No Parking." This restriction includes Washington Avenue, Grand Avenue, and 3rd Street.
All Permanent Restrooms and Playgrounds remain closed, until further notice.

Large Pavilion Area and North Parking Lot Picnic Area
within Community Park Now OpenThe large pavilion in Community Park is now open and can be reserved, while the new Phase 3 Area of Community Park re-opened on June 29, 2020. Social distancing is required. The gathering size is limited to no more than fifty (50) individuals within the large pavilion area and thirty (30) individuals in association with the two (2), smaller pavilion areas located within the new Phase 3 portion of the park. Face masks are required. Please practice these public health requirements, so everyone stays safe and healthy! |

Pavilion Rentals Now Being Accepted on a Limited Basis
Anniversary, Community, and Old Pond School ParksThe Anniversary Park's Pavilion, Community Park's Large Pavillion, Old Pond School Park's Pavilion, and the pavilions on the north end of Community Park, are all now open. The Community Park's largest pavilion on the south end of the park reopened on July 6, 2020. Playgrounds and permanent restrooms remain closed. Portable restrooms and wash stations are provided at all of these locations.
Please adhere to the following guidelines when using the pavilion:
- Social distancing is required by maintaining at least six (6) feet between yourself and other non-household members. If you notice this rule is not being followed, please call the St. Louis County Police – Wildwood Precinct - 636-458-9194.
- Avoid gathering with people you do not live with.
- Do not enter the facility if you are ill.
- Wearing face coverings is required, as of Friday, July 3, 2020.
- Cough or sneeze into your elbow.
- Washing hands or using hand sanitizer before entering the pavilion and after leaving is encouraged.
Please note: If you notice that other facility users exhibit symptoms of COVID-19, or you believe you have been exposed, please go home immediately and call the St. Louis County Public Health COVID-19 Hotline, at 314-615-2660, or contact your physician. The size of gatherings in association with these facilities is limited to no more than thirty (30) individuals for smaller venues, while fifty (50) people for the larger shelter in Community Park, under the revised public health orders that have been issued by St. Louis County. Wildwood's Dog Park Opened on Monday, June 22, 2020With changes to the requirements relating to the health and safety of the public regarding the COVID-19 Coronavirus, the City's Dog Park reopened on Monday, June 22, 2020 for use by registered residents and their canine friends. The rules for use reflect the current status of the St. Louis County Department of Public Health's direction in this regard and are provided below for your review:
Paws & Read We want to keep our dog park open, but need your help in keeping it safe for everyone. Given the nature of this facility, it is not being sanitized by the City. Please adhere to the following guidelines: Social distancing is required by maintaining at least 6 feet between and among all guests of this facility. If you notice this rule is not being followed, please call the St. Louis County Police – Wildwood Precinct: 636-458-9194. Do not enter if you or your dog are ill. RALLY FOR RETAIL IN WILDWOODIn partnership with its local businesses, the City is launching a new “Rally for Retail” Campaign to help support Wildwood retailers during the current environment.
Pure By Jen, a local Wildwood boutique, recommended this new effort in order to encourage community members to virtually “shop” at their favorite local brick-and-mortar stores by purchasing GIFT CARDS. Purchasing these online gift cards now will help to keep as many Wildwood retailers as possible in business, so that they can reopen their doors, when this crisis passes.

+++ A Different Option for Internet Service +++
Rural Areas of WildwoodWith the internet taking the forefront of many people's lives over the course of the COVID-19 pandemic, the City of Wildwood has received some very positive news from a local internet provider it has been working with since 2013. This company, Bays ET, now has access to AT&T's LTE Network, after a lengthy effort by Bays ET to obtain this opportunity. What does this mean for residents needing access to the high-speed internet? A LOT!
The access to this nationwide network is for internet only and, via a hotspot in your home, it provides a stronger signal that is more reliable and has greater coverage than any of the two (2) wireless providers can offer at this time - including the current Bays ET network. The speeds are to be 15 mbps download and 2 mbps upload and offered as a single package on a per month basis, on a much more robust network of improvements.
The new service will not only assist with the most affected areas Mayor Jim Bowlin has been pursuing to initiate service during the COVID-19 situation under Emergency Resolution 2020-11, but also significantly more of our rural areas beyond that list.

Rural Internet Access Committee (RIAC)
Potential Providers to be InterviewedThe City's Rural Internet Access Committee (RIAC) and consultant on this project, CTC Technology and Energy, recently sent a list of qualifying questions to the five (5) respondents regarding their individual submittals to the City's Request for Proposals (RFP). The questions are intended to help the Rural Internet Access Committee (RIAC), the consultant, and City officials in making determinations regarding the best companies to complete this project, at the lowest cost to taxpayers. The responses to these referenced questions were received by the established deadline, with one (1) of the companies removing itself from consideration. Thereafter, all of the information was reviewed and vetted by the consultant and the Rural Internet Access Committee (RIAC) Members, with at least two (2) companies being selected for interviews. These interviews are scheduled to begin in late August, schedules allowing with planned school openings and COVID-19.

Wildwood businesses are encouraged to download and display St. Louis County’s “Face Coverings Required” Poster for display to the public. State of Missouri News >>>+++ The Missouri Department of Economic Development has closed the application window for the COVID-19 Small Business Grant Program. Over $40 million in requests were submitted for approximately $30 million in available funding. The Department may create a second round of applications in the coming months, if additional funding is allocated. +++ The sale of to-go cocktails for Missouri restaurants has been extended through 2020, as Governor Parson has extended Missouri’s state of emergency until December 30, 2020, allowing for the continued sale of carryout cocktails until that time.
+++ The Missouri Department of Economic Development has launched a new $30 million small business grant program, available to provide grants up to $50,000.00 per applicant to small businesses negatively impacted by COVID-19. Further, Ameren Missouri has also launched its own $500,000.00 relief fund for small businesses and nonprofits, offering a one-time $250.00 bill credit to those businesses that meet certain eligibility requirements.Federal Government News >>>+++ In absence of any new COVID-19 economic relief package, an Executive Order was approved this past Saturday extending federal unemployment benefits to $400.00/week (down from $600.00/week), delaying payroll taxes until the end of the year, protecting rental tenants from eviction, and deferring student loan payments and interest until further notice. +++ The Paycheck Protection Program (PPP) Flexibility Act was signed into law on June 5, 2020. This bill: i) extends the “covered” period under which small businesses can spend their PPP loan proceeds from eight (8) weeks to twenty-four (24) weeks, or until December 31, ii) removes the limits on loan forgiveness for small businesses that were unable to rehire employees, hire new employees or return to the same level of business activity pre-pandemic, and iii) expands the 25% cap to use PPP funds on non-payroll expenses (rent, mortgage interest, utilities) to 40% of the total loan, lowering the 75% requirement for payroll to 60%. This bill makes PPP funds much more desirable and business-friendly, especially for small businesses in the retail and hospitality industry.+++ The US Small Business Administration (SBA) officially opened its forgiveness portal to lenders on August 10 for the Paycheck Protection Program (PPP), but many lenders have announced they’ll wait to apply until further guidance is released. +++ The US Small Business Administration (SBA), in consultation with the Treasury Department, has released detailed loan-level data for all 4.9 million loans completed under the Paycheck Protection Program (PPP), including business names, addresses, name of lender, jobs supported and loan amount ranges. +++ The SBA released a new set of Frequently Asked Questions (FAQ) on August 4, 2020 to help borrowers navigate the loan forgiveness process.+++ The US Small Business Administration (SBA) and the US Treasury released a revised, borrower-friendly, “EZ Version” of the Paycheck Protection Program (PPP) Loan Forgiveness Application. This newly revised Application will make it easier for small businesses to apply for PPP funds and receive forgiveness for loans received. $100 Billion remains available in PPP funds.+++ The American Institute of Certified Public Accountants (AICPA) has developed a new, free, automated forgiveness tool for small business owners who have received funds from the SBA Paycheck Protection Program (PPP). This tool will automatically fill out the forgiveness application and produce all government-required forms, thereby saving hours of manual work for any applicant going through the PPP loan forgiveness process. Local News >>>+++ As a r eminder, the City has issued a “Temporary Waiver of Special Event Permit Guidelines for Eating and Drinking Establishments in Wildwood." This waiver allows Wildwood restaurants, pubs, and coffee shops to expand outdoor seating and hold special events, and provides necessary guidelines and procedures for doing such. Written approval for the request is still required to be obtained from the St. Louis County Department of Public Health, as part of our review process. Several Wildwood restaurants have already applied and completed this process, including Wildwood Pub & Grill, Parkside Grille, and Big Chief Roadhouse. The signed Waiver, the full County Order and the City’s Special Event Permit Application, are available for download on the City’s website at the following link: www.cityofwildwood.com/specialeventwaiver. +++ Pursuant to Resolution #2020-11, Mayor Bowlin signed an Authorization allowing a “Temporary Waiver of Special Event Permit Guidelines for Eating and Drinking Establishments in Wildwood”. This will allow Wildwood restaurants, pubs and coffee shops to expand outdoor seating and hold special events, and provides necessary guidelines and procedures for doing such. Departments of Public Works and Planning/Parks
Manchester Road Streetscape - Phase 3 - Extra Caution!Work on this final phase of the Manchester Road Streetscape Project is now underway, with the installation of new medians in the center of the roadway. This process will cause Manchester Road to be restricted to one (1) lane of traffic during certain times of the day.
The contractor will remove the existing white edge line striping on both lanes around the locations of the planned medians and stripe tapers at the start and stopping points. Thereafter, channelizers will be set up to restrict an area of ten (10) to twelve (12) feet down the center of Manchester Road, so the equipment can fit into that space. An excavation of eight (8) feet of the existing pavement will then follow. This work will result in two (2), narrow lanes on each side of the excavation. Cars will be directed up and onto the top of the new concrete base pavement and maneuver right next to the new curb-line. Please be advised, however, on those days when the contractor is scheduled to pour concrete, traffic will be restricted to one (1) lane, with flaggers managing the associated traffic flow, which will make for long delays to motorists.
The City is advising users of the roadway of this situation and would encourage all motorists to limit their use of Manchester Road for this upcoming two (2) to three (3) week span of time because delays will be lengthy. Thereafter, other phases of the project will then begin in their planned sequences and cause certain delays on Manchester Road, through their remaining construction cycles as well. This work is scheduled to minimize delays, but inevitably traffic flow in this project area will be slow at certain times due to the nature of the work. If you must travel in this area, please travel slowly for the safety of all. Thank you for understanding. |

ASPHALT RESURFACING PROGRAM IS NOW UNDERWAYThe following public streets are scheduled for resurfacing this summer: - Fox Creek Road - from State Route 100 to the Wildwood City Limit;
- St. Paul Road - from the Wildwood City Limit to Kiefer Creek Road to Ridge Road;
- Orrville Road - from Shepard Road to Eatherton Road; and
- Viola Gill Lane - from Manchester Road to new pavement @ Wildwood Trails.

Green Pines Park - Ward FiveWork continues on this new park property that is located at the terminus of Pond Grover Parkway, at its intersection with Green Pines Drive. The focus of the work over the last couple of weeks has been completing all of the utility relocations and installations, while also beginning the following improvements: - Playground equipment;
- Stormwater improvements;
- Footings and foundations for main shelter, restroom, and mini-shelters;
- Curbing for the two (2) playground nodes;
- Screen wall for buffering nearby residents from parking area; and
- Shade structures in playground nodes.
The work on this park will continue through the upcoming Fall Season. |

Maintenance Work Underway
on Wildwood Greenway Trail CorridorsTrail maintenance has begun on several asphalt sections within the City. The maintenance taking place is addressing cracks in the asphalt trails, both large and small. Each trail section is blocked at both ends on the days the trail is under repair. Please try and avoid these trail sections, when the maintenance teams are on-site. The specific trail sections that remain to be completed, in the order they will likely be repaired, are as follows: - South side of State Route 100, east and west, from State Route 109 to Pond Road.
- South side of State Route 100, east and west, from Manchester Road to State Route 109.
- The Monarch-Chesterfield Levee, from the John L. LeCave Trailhead, located on Centaur Road, to the Missouri Department of Conservation Access Area, at Howell Island.

Road Closure Began on Monday, June 1, 2020
Eatherton Road Bridge Replacement Project
*** Nearing Completion ***
(Located between State Route 109 and Wild Horse Creek Road)The City of Wildwood began work on this long-awaited improvement project to replace the Eatherton Road Bridge over Bonhomme Creek. The project will replace the existing sub-standard bridge, between State Route 109 and Wild Horse Creek Road (State Route CC), with a new bridge structure that consists of two (2), eleven (11) foot driving lanes, with four (4) foot shoulders.
Eatherton Road is CLOSED TO ALL TRAFFIC at the bridge location (about 750 feet north of Orrville Road), which began at 7:00 a.m. on June 1, 2020, and is expected to remain closed through August 28, 2020, for the duration of bridge construction. Eatherton Road will remain open during construction for local traffic to access Orrville Road, from State Route 109, or to access Eatherton Valley Road or Bonhomme Creek Road, from Wild Horse Creek Road. Detour signs and other advance warning signs will be in place during construction to assist motorists around the construction area.

Next Meeting is August 26, 2020, at 6:30 p.m.At the task force's last meeting on June 17, 2020, the members made progress on several fronts and will be moving forward with the information they have collected from their fieldwork and input from Wildwood property owners that have lots that abut creeks or other water features and are experiencing problems or concerns. The Task Force seeks to prioritize these locations and seek outside funding for their repair or restoration. Funding discussions will be prominent with the Task Force over the remainder of 2020.
Many of you who live along the City's system of creeks, drainageways, and/or floodplains should have received a survey asking for your input about these conditions. The members of this Task Force need this information to develop its plan, with steps and solutions. To report a problem on your property, or near you, complete the form, which can be accessed through this link: https://www.cityofwildwood.com/formcenter/watershed-erosion-task-force-20/erosion-reporting-form-122. This information will help the task force as its members work toward understanding the extent of problems, priority areas, and fixes for the future. SINGLE-STREAM RECYCLINGSince August 2019, Waste Connections has been the hauler for all residential properties in the City of Wildwood, which also has included the return of single-stream recycling. Single-stream recycling allows residents to place all recyclable materials in a single container for curbside pickup by the hauler. Waste Connection accepts glass, as part of the new recycling stream, so it can be placed in the toters for pickup. Any questions on recycling can be addressed by visiting the Waste Connections website, which can be reached by clicking on the following link: www.wasteconnections.com.
The City of Wildwood and Waste Connections have also retained two (2) of the locations that were made available as additional options for the drop-off of extra fiber materials and glass:> Anniversary Park - 16511 Clayton Road (63011)
