Christmas Holiday Observance - December 23 - 25, 2020

Please note that municipal offices will be closed begining at 12:00 p.m. (Noon), on Wednesday, December 23, 2020, then all day Thursday and Friday, December 24 and 25, 2020, to celebrate the Christmas Holiday. Offices will reopen on Monday, December 28, 2020, at 8:00 a.m. The Wildwood Precinct #6 of the St. Louis County Police Department will be staffed this entire time. Additionally, there will be a change in residential trash/recycling services over the holiday period. This change includes the following delayed pickup: Friday pickup (December 25, 2020) will be on Saturday (December 26, 2020). No matter what you celebrate, all of us at City Hall hope you have the happiest of holidays!

Filing OPENED on Tuesday, December 15, 2020

The City Clerk shall receive all candidates, during regular office hours, in the order in which they pass through the front door of City Hall (Main Street Entry), until filing closes.

Filing 
CLOSES on Tuesday, January 19, 2021, at 5:00 p.m.

No candidate's name shall be printed on any official ballot unless the candidate has filed a written Declaration of Candidacy and paid a ten dollar ($10.00) filing fee to the City Clerk or his/her designee. Payment of the filing fee may be by cash or check made payable to: the City of Wildwood, Missouri.


Do you want to be a City Council Member in the City of Wildwood (2-Year Term)? You must meet the following Qualifications for a Council Member:
* A registered voter; and
* A resident of the Ward for one (1) year prior to election and during the term of office.


Nominating Petitions:
Candidates for Council Member must submit completed Nominating Petitions on forms provided by the City Clerk. Nominating Petitions for Council Member candidates shall be signed by not less than twenty-five (25) registered voters who are residents of the ward in which the candidate is nominated. Completed Nominating Petitions must be submitted at the time of filing of a Declaration of Candidacy.

Petition signatures shall be valid only if obtained not earlier than forty-five (45) days prior to the first day of filing. Therefore, Any Signatures Obtained Prior to Saturday, October 31, 2020, Are Invalid. No person shall be allowed to be nominated for more than one (1) office at a time.

Passing of Ward Six Council Member R. Jon Bopp

The City flag in front of City Hall will be flown at half-mast through this Friday, in honor of City Council Member R. Jon Bopp, who passed away late last week.  Mr. Bopp was serving his second term as City Council representative for Ward Six. Previously, he had been the Chair of the Planning and Zoning Commission. Mr. Bopp had a long history of service to not just Wildwood, but the City of Ballwin, and the United States Army. Those of us at City Hall wish to extend our deepest sympathies to his family, friends, along with the constituents of Ward Six. Mr. Bopp will be missed by us all here at City Hall.

Meeting Parameters at City Hall (Week of 12-28-2020)

“In accordance with the St. Louis County Department of Public Health’s “Safer at Home” Order that became effective on Tuesday, November 17, 2020, there will be limited seating available at public meetings of the City of Wildwood.  As such, a maximum total of ten (10) people will be allowed in the Council Chambers or in the Community Room at any one time. As always, access to all public meetings is available via the City of Wildwood’s YouTube Channel or via Zoom. Meeting links can be found on meeting agendas or by contacting City Hall at (636) 458-0440."

+++ St. Louis County announced new COVID-19 restrictions on Thursday afternoon (November 12, 2020), in response to the rising numbers provided by the St. Louis Metropolitan Pandemic Task Force. These new restrictions focus on business capacity limits and limiting crowd sizes at events. These new restrictions went into effect on  Tuesday, November 17, 2020 and do not include a return to a full stay at home order. A summary from Stltoday, the specifics are as follows: For four (4) weeks starting Tuesday, people will only be able to leave home to go to work or school, to exercise, seek medical care or shop for goods or supplies, the source said. They must also form social bubbles with 10 or fewer family members or friends and limit all interactions to that group — and can leave home for those interactions.

Bars and restaurants will be closed to inside patrons, although customers will be able to take home prepared food and cocktails. Workers can go to the office, but they will be strongly advised to work at home. Businesses, including gyms, and places of worship, will be reduced to 25% of their occupancy limits, from 50%. Gym patrons and people attending houses of worship will be required to wear masks when they are working out or attending services. The maximum gathering of any kind will be reduced to 10, from 49.

Youth sports that are part of schools will be allowed to continue as they have under current guidelines, the source said. Club sports teams will be required to submit plans to the health department to show how they plan to mitigate virus transmission. +++

MASKS AND THEIR ROLE IN BEATING BACK COVID-19

Masks are recommended as a simple barrier to help prevent respiratory droplets from traveling into the air and onto other people, when the person wearing the mask coughs, sneezes, talks, or raises their voice. This barrier created by a mask is called source control. This recommendation is based on what the medical community knows about the role respiratory droplets play in the spread of the virus that causes COVID-19, paired with emerging evidence from clinical and laboratory studies that shows masks reduce the spray of droplets, when worn over the nose and mouth. COVID-19 spreads mainly among people who are in close contact with one another (within about 6 feet), so the use of masks is particularly important in settings, where people are close to each other, or where social distancing is difficult to maintain.

  • CDC recommends that people wear masks in public settings and when around people who don’t live in your household, especially when other social distancing measures are difficult to maintain.
  • Masks may help prevent people who have COVID-19 from spreading the virus to others.
  • Masks are most likely to reduce the spread of COVID-19, when they are widely used by people in public settings.
  • Masks should NOT be worn by children under the age of 2 or anyone who has trouble breathing, is unconscious, incapacitated, or otherwise unable to remove the mask without assistance.
Park and Playground Updates

Closures of Streets, as of December 23, 2020

All Streets in the Glencoe Area (around Glencoe City Park and Al Foster Memorial Trailhead and Trail) remain posted "No Parking." This restriction includes Washington Avenue, Grand Avenue, and 3rd Street.

Status of Park Facilities, as of December 23, 2020

All City playground areas (Community Park, Anniversary Park, Glencoe City Park, Old Pond School Park, and, now, Green Pines Park) remain open at this time. Please follow the rules posted at each of these playgrounds, so we all can have fun and see friends again, but stay safe and healthy. It is important to state that, unless exempted from such, all persons at any of the City's playground facilities wear a mask. Non-compliance creates higher than acceptable risks and could lead to the playgrounds being closed again (please see below for more information).

Large Pavilion Area and North Parking Lot Picnic Area
within Community Park Remain Open

The large pavilion in Community Park is open and can be reserved, while the new Phase 3 Area of Community Park is available as well. Social distancing is required. The gathering size is now limited to no more than ten (10) individuals within each pavilion area. Face masks are required. Please practice these public health requirements, so everyone stays safe and healthy!

 Pavilion Rentals Now Being Accepted on a Limited Basis 
Anniversary, Community, and Old Pond School Parks

The Anniversary Park's Pavilion, Community Park's Large Pavillion, Old Pond School Park's Pavilion, and the pavilions on the north end of Community Park, are all now open. The Community Park's largest pavilion on the south end of the park reopened on July 6, 2020. Portable restrooms and wash stations are provided at all of these locations. 

Please adhere to the following guidelines when using the pavilion:
  • Social distancing is required by maintaining at least six (6) feet between yourself and other non-household members. If you notice this rule is not being followed, please call the St. Louis County Police – Wildwood Precinct - 636-458-9194. 
  • Avoid gathering with people you do not live with.
  • Do not enter the facility if you are ill.
  • Wearing face coverings is required, as of Friday, July 3, 2020.
  • Cough or sneeze into your elbow. 
  • Washing hands or using hand sanitizer before entering the pavilion and after leaving is encouraged.
Please note: If you notice that other facility users exhibit symptoms of COVID-19, or you believe you have been exposed, please go home immediately and call the St. Louis County Public Health COVID-19 Hotline, at 314-615-2660, or contact your physician.

RALLY FOR RETAIL IN WILDWOOD

In partnership with its local businesses, the City has launched a “Rally for Retail” Campaign to help support Wildwood retailers during the current environment.
 
Pure By Jen, a local Wildwood boutique, recommended this new effort in order to encourage community members to virtually “shop” at their favorite local brick-and-mortar stores by purchasing GIFT CARDS. Purchasing these online gift cards now will help to keep as many Wildwood retailers as possible in business, so that they can reopen their doors, when this crisis passes.

+++ All businesses in St. Louis County are now required to have everyone over the age of 9 to wear face masks in public. Wildwood businesses are encouraged to download and display St. Louis County’s “Face Coverings Required” Poster for display to the public.

On Monday, St. Louis County Executive Sam Page announced that he is working with a restaurant working group to develop a plan to allow indoor dining at restaurants and bars to safely resume in early January, requiring additional new restrictions as proposed by the restaurants and the St. Louis County Department of Public Health. Addition information is likely to be released sometime next week..

+++ U.S. Congress has approved a new $900 billion Coronavirus Relief Package this past week, as part of a new $2.3 trillion government stimulus bill, including a new round of $600.00 stimulus checks, increased unemployment benefits of $300.00/week, $325 billion for small businesses (including funding for a second round of applications for the Paycheck Protection Program (PPP)), and additional money for transportation, vaccine distribution, and schools.  Stimulus checks are intended to be distributed as early as next week.

+++ Mayor Bowlin has signed an Extension of the City’s “Temporary Waiver of Special Event Permit Guidelines for Eating and Drinking Establishments in Wildwood” through June 30, 2021.  This waiver allows Wildwood restaurants, pubs and coffee shops to expand outdoor seating and hold special events, and provides necessary guidelines and procedures for doing such.  Several Wildwood restaurants have taken advantage of this Waiver since May 2020, including Wildwood Pub & Grill, Benedetto’s on Main, Larry’s Tavern, Parkside Grille and Casey’s Bar.  

+++ The City launched its new veterans programming and “Veterans Resources” portal on the City’s website on Veterans Day, including recognition for businesses that are owned by veterans and/or employ veterans, identification of businesses that offer special discounts or promotions to veterans and a list of important contacts and resources for Wildwood veterans.  

+++ Given the impact of COVID-19 on the small business community, the City has begun rolling out a new Small Business Spotlight Video Series on the City’s social media channels. All Wildwood businesses have been invited to participate, and ten (10) businesses have already begun work to provide videos. +++ In partnership with the City, the Wildwood Business Association (WBA) is hosting a Holiday Tree Festival from December 1, 2020, through January 4, 2021, in the public plaza on Plaza Drive, next to Anthology of Wildwood. Businesses will be invited to decorate their own tree surrounding this plaza and families will be able to walk or drive through this area to enjoy the holiday lights.

+++ Four (4) students from the Art Program at Lafayette High School have begun decorating the storefront windows at fifteen (15) Wildwood businesses for this holiday season. Please visit those businesses in Town Center and relay your thanks to the Art Program at Lafayette High School for its participation.

+++ Due to recent warmer weather, Hidden Valley Ski Resort will not open its winter ski season on December 19, 2020, as was originally planned.  However, its snow makers are actively producing new snow and an opening date for both skiing and tubing is currently to be determined (TBD).

+++ The City has updated the list of all Wildwood restaurants and bars identifying available outdoor dining, curbside/carryout, drive-through and delivery services to reflect current offerings during the new “Safer at Home” County Order.  This updated list has been posted to the City’s social media (and shared by both the Wildwood Business Association and West St. Louis County Chamber of Commerce), included in the City’s weekly E-Newsletter and shared to the COVID-19 page of the City’s website.

Wildwood Yoga & Wellness will be using ZOOM for these classes. Wildwood Yoga & Wellness will send out a link for your registered class. Also, please remember that if you cannot attend the class LIVE, you still can still sign up and a recorded link will be forwarded to you for the class, which is valid for twenty-four (24) hours.

Tuesday’s Class: Senior Chair Yoga (Restore Practice)

Using a chair or a completely supported posture, this practice will target mobility and flexibility of both the body and the mind.  With a strong focus on the breath and gentle movement, this practice will explore qualities of a restorative (restful) practice, a yin (longer-holding) practice, and yoga Nidra (guided meditation).
 
Friday’s Class: Senior Slow Flow Yoga

A meditative flow based on a steady, rhythmic breath, and traditional yoga postures.  The flow will incorporate mindful, smooth transitions and holds designed to open the body and the mind. This practice will build strength, balance, flexibility, mobility, and confidence and is ideal for practitioners that are comfortable standing.

Great Rivers Greenway is a public agency that was formed by a vote of the people in St. Louis City, St. Louis County, and St. Charles County in 2000 to connect the region together with greenways. With your help and with many partners (including Wildwood), they are working to bring the community’s vision to life. There are 128 miles of greenways, and counting, for you to enjoy, making Wildwood and the St. Louis Region an even more vibrant place to be. Every five years, with your guidance, Great Rivers Greenway updates its strategic plan.

How to Keep Your Driveway Entrance
From Filling with Snow

Throughout the winter months, State, County, and City snowplow crews will be out clearing the highways, roads, and streets during and after each snowfall. Homeowners and other property owners will be clearing their driveways at the same time.

Many times, while this is going on, a snowplow truck will go by and fill in the end of a freshly cleared private driveway with snow from the roadway. This is not intentional, and there is a way this wintertime inconvenience can be minimized.

The diagram below shows how you can clear snow around the end or your driveway, providing a certain way to reduce the possibility that you will have to do very much re-clearing after a snow plow truck goes by on the road next to your driveway.

The idea is to place as much snow as possible when clearing your driveway, in the direction of travel downstream on your side of the roadway. Next is to clear an area upstream from your driveway opening to form a "pocket" for the snow from the roadway to go into instead of at the end of your driveway.

The result is more of the snow accumulation from clearing the roadway will go into this open pocket area and less will wind up at the end of your driveway.

A note of caution is in order: Please be extremely careful when working next to the roadway — especially when snowplowing operations are in progress.

Rural Internet Access Committee (RIAC)

The City's Rural Internet Access Committee (RIAC) and consultant working with it on this effort, CTC Technology and Energy, concluded its interview process with the last of the planned interviews. In the interim, the City has prepared a list of providers that currently offer some level of service within the rural areas of the City. These providers include, but are not limited to, the following:

1.    Bays ET – Wireless service (original)
2.    Bays ET – Piggybacking on AT&T system of improvements, but only data
3.    Bays ET – Fiber-to-the-Home (only to certain areas)
4.    Wisper Internet – Wireless service (original) 
5.    AT&T Wireless – Mobile communication provider
6.    Verizon – Mobile communication provider
7.    T-Mobile/Sprint – Mobile communication provider 
8.    Other Mobile Providers – Boost, Cricket, Metro, Mint, and others.
9.    Satellite – Different providers
10.  Spectrum (Charter Communications)
11. Wildwood Workspaces - a co-working environment, with great internet, which is            located in the Wildwood Town Center (16759 Main Street)
12. Rockwood School District (the district is providing hot spots to its students)

Place any valuables you may have in the trunk of your car or in back of a SUV, so they are not easy to see or access. Always lock your car, and with daylight ending earlier, park in lighted areas, whenever possible. These cautions are good to use anywhere, including many of the parks and trailheads located within the City of Wildwood. Be safe, and enjoy the outdoors this Fall.

Christmas Tree Pickup

Christmas Tree Pickup

Waste Connections will begin the pick-up of discarded Christmas Trees, as of December 28, 2020, and will continue through January 29, 2021. This service is free of charge, but pick-up will need to be scheduled by contacting Waste Connections at (636) 321-2100. The pick-up will occur on yard waste days, which are the same as your regularly scheduled recycling day.

SINGLE-STREAM RECYCLING

Since August 2019, Waste Connections has been the hauler for all residential properties in the City of Wildwood, which also has included the return of single-stream recycling. Single-stream recycling allows residents to place all recyclable materials in a single container for curbside pickup by the hauler. Waste Connection accepts glass, as part of the new recycling stream, so it can be placed in the toters for pickup. Any questions on recycling can be addressed by visiting the Waste Connections website, which can be reached by clicking on the following link: www.wasteconnections.com.

The City of Wildwood and Waste Connections have also retained two (2) of the locations that were made available as additional options for the drop-off of extra fiber materials and glass:

Bring your expired/unused prescription medications to City Hall during normal business hours (Monday through Friday - 8:00 a.m. to 5:00 p.m.) and deposit them in the take-back box. There is no need for any assistance from the police. This easy and safe approach keeps old or unused medications from the environment and out of the hands of children.

The Wildwood Area Lions Club has a drop-off box at Wildwood City Hall (16860 Main Street, 63040) for used eyeglasses and hearing aids that are provided to others that cannot access them for a number of reasons. Don't throw them away - please donate - and help others in need! 

The Wildwood Area Lions Club was chartered by Lions International and is a non-profit organization by the State of Missouri, circa June 2009. Lions Clubs support the Wildwood Area by providing assistance through actions and monetary funding. Lions International  has 1.35 million members in 205 countries and regions worldwide. The international foundation has awarded more than $700 million for humanitarian service projects worldwide and provides disaster relief, youth programs, and help to combat disabilities, where needed.
American Flag

American Flag Disposal

The City of Wildwood accepts retired American flags for dignified disposal. Please bring worn flags to City Hall, 16860 Main Street, and leave them with the receptionist. All flags collected will be relinquished to the Boy Scouts of America for proper disposal. US Flags should never be placed in the trash.
